Site work for a mixed-use development in Chico, California. Completed plans call for site work for a transportation facility.

GENERAL WORK DESCRIPTION - This project consists of removing three (3) underground storage tanks (USTs) at the Chico Regional Airport. USTs to be removed are located at the following addresses: 170 Airpark Blvd. 160 Convair Ave. 695 Fortress St. The Contractor shall provide all necessary permits, labor, materials and required equipment to remove the three (3) USTs and associated hazardous material per local, State of California, and Federal requirements. The term of the Contract will be a period of up to 18-months, with a possibility of extension. Questions and Requests for Information regarding the project must be submitted through Electronically. Responses to questions will be posted on the bid site. Questions and Requests for Information must be submitted by 3:00 P.M. five (5) calendar days prior to bid opening. Question Deadline 10/22/2023 at 3:00 PM PT BID AWARD PROVISIONS; REJECTION - An award of bid, if a bid is awarded, will be made to the lowest responsible bidder whose bid complies with the City's requirements. The award, if made, will be made within thirty (30) days of the bid opening date. Contractor pricing, qualifications, experience, capacity, and resources will be included in the final assessment of "lowest responsible bidder." INSURANCE: BONDS REQUIRED - The bidder to whom a Contract is awarded will be required to furnish to the City evidence of insurance coverage(s) and performance/labor and materials bonds in full compliance with the provisions of the Contract documents. LICENSING REQUIREMENTS - The Contractor shall possess an A-General Engineering Contractor License and a Hazardous Substance Certification issued by the Contractors State License Board (CSLB). The contractor shall maintain the same in a current status for the duration of the project. Upon award of contract, Contractor shall obtain a City of Chico Business License and shall maintain same in a current status for the duration of the project. PAYMENT RETENTIONS; SUBSTITUTION OF SECURITIES - If applicable, depending on the nature of the Work Order, five percent (5%) will be withheld from each progress payment made to the contractor for work performed and will be held until completion of the work, its acceptance and the expiration of the period provided by law for filing liens by laborers or materialmen. In accordance with the provisions of Section 22300 of the Public Contract Code of the State of California, securities may be substituted for the monies which the City withholds, or the Contractor may request that retention be paid to an escrow agent. PAYMENT NON-RETENTIONS: - Upon completion of each Work Order to the satisfaction of the Facilities Manager, the Contractor shall invoice the City for the entire amount of said Work Order. Each bid must be accompanied by cash, a certified or cashiers check, or a bid bond in favor of the CITY OF CHICO in an amount equal to at least ten percent (10%) of the calculated annual bid price, such guaranty to be forfeited should the bidder to whom the Contract is awarded fail to enter into the Contract. All bid blank spaces shall be used. An unmarked blank will be considered as an exception. The City of Chico encourages Contractors to submit bids although their bid may not meet City specifications in their entirety. Contractor should note exceptions where applicable. BID AWARD PROVISIONS; REJECTION - An award of bid, if a bid is awarded, will be made to the lowest responsible bidder whose bid complies with the Citys requirements. The award, if made, will be made within thirty (30) days of the bid opening date. Contractor pricing, qualifications, experience, capacity, and resources will be included in the final assessment of lowest responsible bidder. The City reserves the right, in its sole discretion, to reject any bid which fails to meet bid requirements in any respect, to reject all bids for any reasons whatsoever and to waive minor irregularities in any bid. In addition to its right to accept or reject any and all bids, the City reserves the right in its sole discretion to base the award of bid on the inclusion of any, all, or none of the additive or alternate bid items included in the bid proposal, if applicable.
