Question Deadline 11/07/2023 at 12:00 PM ET Any and all questions on the Bid must be emailed to the Project Engineer, Mr. Robert J. Dougherty, P.E., at rjddoc2@ptd.net Each Bidder shall visit the site ofthe proposed work and fully acquaint himselfwith the existing conditions there relating to the work and labor, and shall fully inform himself as to the facilities involved, the difficulties and restrictions attending the performance ofthe Contract. The Bidder shall thoroughly examine and familiarize himselfwith the Drawings, Technical Specifications, and all other Contract Documents. The Contractor by the execution ofthe Contract shall in no way be relieved of any obligation under it due to his failure to receive or examine any form or legal instrument or to visit the site and acquaint himselfwith the conditions there existing and the Owner will be justified in rejecting any claim based on facts regarding which the Contractor should have been on notice as a result thereof. Hazle Township, Luzerne County, PA, will receive Bids for the construction of 3700 linear feet of sanitary sewer in Jaycee Drive and Lions Drive Davis Bacon Prevailing Wages shall apply to this project. Addenda, if any, will be issued to only those persons whose name and address are on record with the Township as having obtained a set of the contract documents. All bids should be accompanied by a certified or cashiers check, payable to the order of Hazle Township, or a bid bond in an amount equal to 10% of the total Bid. Hazle Township reserves the right in its discretion to reject any or all Bids or to waive any irregularities, omissions or mistakes in the Bidding Process. Any and all questions on the Bid must be emailed to the Project Engineer, Mr. Robert J. Dougherty, P.E., at rjddoc2@ptd.net on or before Tuesday, November 7th at 12 p.m. Bids may be held by the Owner for a period of sixty (60) days after the date of the bid opening for the purpose of reviewing the bids and evaluating the qualifications of the bidders, prior to awarding any contract. No bidder may withdraw his bid before the expiration of such sixty (60) day period; provided however, that if the award of contract is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, the Owner shall reject all bids or award the contract to the lowest responsible bidder within 120 days of the date of bid opening, and no bidder may withdraw his bid before the expiration of such 120 day period. Thirty (30) day extensions of the date of the award of contract may be made with the mutual written consent of the Owner and the lowest responsible bidder. Within ten (10) days of the date that the contract is awarded, the contract shall be executed by the Owner and the successful bidder, and the Owner shall issue a notice to proceed unless the time shall be extended by the mutual written consent of the Owner and the successful bidder. Prior to the award of the Contract, the successful bidder shall furnish to the Owner a performance bond and payment bond, in the form contained in the Contract Document and executed by a satisfactory surety, each equal to 100% of the total Contract amount. The Contractor shall mill street cartway, repair sewer pipes, install concrete curbing, install concrete sidewalk and handicapped ramps, install inlets, convert manholes, trench pave restoration including all incidental work to complete all work as indicated by the Contract Drawings. No payment will be made for rock removal. All cuts in blacktop and concrete shall be by saw. All new handicapped ramps shall be set flush with finish pave. As required by law, the contractor shall notify all utilities prior to any excavation work. All pipe connections to existing shall be by proper adapters. Existing covers frames, grates and mise, iron which is removed, shall be the property of the Contractor. All this material shall be removed from the work site on a regular basis. The Contractor shall obtain for all permits required for construction. Payment for permits will be the responsibility of the Contractor. The Contractor shall provide for pedestrian and vehicular safety. Where streets are limited to one access, the Contractor schedule work to minimize the amount of time the street will be closed. Local residents shall receive prior notice of any closure. All overlay and scratch coat (leveling erse) shall be by the Streets Department, or Contractor, depending on award ofAlternate. All existing laterals in the areas ofsewer repairs shall be reconnected to the new line, utilizing proper connectors. This work shall be considered incidental to the sewer line replacement. The Contractor shall expose both ends of any pipe that is to be replaced to establish line and grade for that section. At locations where the sewer lines are replaced, any pipe in either direction from the area indicated on the plans for a distance of up to 5 feet shall be replaced ifthe pipe is cracked and does not permit a sound connection. This work shall be considered incidental to the repair and at no additional cost to the owner. All backfill material in paved areas shall be 2A modified, or 2RC, and shall be placed in 12" layers and compacted Flows in all existing sewer lines shall not be interrupted during repairs. Temporary facilities as required shall be installed and maintained during construction. All work shall be in accordance with PennDOT Form 408, latest edition and all governing agencies. The Contractor shall provide for the control of erosion and sedimentation. The Contractor shall provide measures as necessary to prevent tracking of mud, dirt, stones, etc. off the construction site. If any material is carried off the site, it shall be removed and the area cleaned on a daily basis. All excess and waste material shall be removed from the construction site on a regular basis and disposed in a legal manner. All asphalt joints shall be sealed. All adjustments of inlet tops to meet finish grade shall be made with concrete Milling 21. shall be as shown on the contract drawings. 22. All new inlets shall have a (O') deep sump below the outlet pipe invert. 23. All new inlets installed shall have installed a catch basin trap on the outlet pipe (N/A). 24. AASHTO #9( 1B) stone bedding shall be placed for leveling under all inlet boxes The location and depths ofthe storm pipe from the existing inlets are unknown. Pipe inverts for new inlets shall be determined by the Contractor during excavation. The new inlets shall be connected to existing piping by the use ofproper fitting, and connectors. All this work shall be considered incidental to the installation. All new inlets shall be filled with water upon completion and inspection. All new inlet grates shall be Stl. bicycle safe. Where existing inlets are to be replaced, they shall be removed completely and/or the walls removed below subgrade and the bottom broken for drainage.
