The Town seeks qualified firms to provide rock salt for the 2023-2024 winter season. Question Submission Deadline October 25, 2023, 8:00am Question Response Deadline October 27, 2023, 5:00pm Bidders must clearly understand that the only official answer or position of the Town shall be the one stated in writing and posted in the Towns procurement portal. All questions submitted and answers provided shall be electronically distributed to bidders following this solicitation on the Towns procurement portal. When asking questions, please be sure to enter each question separately. Any addenda shall be posted on the Towns procurement portal. Rock Salt Specifications Estimated Quantity: The estimated quantity of Rock Salt needed is 1,000 tons. This amount is provided as an estimate for bidding purposes only. Actual amounts purchased by the Town may vary. Delivery: Rock Salt shall be delivered to the DPW salt shed located at 6 Youngs Field Road, New Milford, CT. Deliveries will be accepted during normal work hours, 6:30 AM to 3:00 PM, Monday through Friday, alternate days and times may be available with prior approval by the Town of New Milford DPW. Material shall be delivered by filling individual Purchase Orders created by the Town. Coordination of all deliveries shall be made through our Highway Department. Deliveries are expected to be made within one week of request. If emergency deliveries become necessary (if storage is below 30% during storm operations), they are expected to take place within 24 hours. Please designate a 24/7 representative to contact in the event an emergency delivery is required. Quality Control:The Rock Salt may be tested by an outside laboratory to confirm compliance to specifications. Rock Salt shall be delivered in a bulk form directly from the supplier. The product shall be free from large clumps, or debris of any kind and have no chemical treatment of any kind. The Town of New Milford is soliciting competitive bids from qualified suppliers for Rock Salt for the 2023/2024 winter season. The successful bidder(s) shall furnish all materials, labor, equipment and services necessary to supply and deliver the product as specified herein. The successful bidder must have sufficient quantities of product available to fulfill all orders for delivery between November 1, 2023 and April 15, 2024. The exclusive means by which all prospective bidders may obtain bid packages, direct inquiries, request and receive addenda and supplemental information, and submit bids and proposals, shall be through the Town of New Milfords procurement portal. When applicable, state bids will be considered for these products. The Purchasing Authority reserves the right to reject any and all bids. In addition to the bid specifications, all bids are subject to the terms, provisions and conditions of the New Milford Municipal Purchases Ordinance, set forth in Article III, Section 2-92 (a) through (o) inclusive, of the Code of New Milford. By bidding on the proposed purchase, the bidder agrees to such terms, provisions and conditions. Any bidder found by the Purchasing Authority to be delinquent in the payment of taxes and/or sewer use charges due to the Town of New Milford shall be subject to the provisions of Section 2-92 (e) of the Code of New Milford. Copies of the Bid Ordinance may be obtained at the Office of the Town Clerk, Town Hall. The Municipality reserves its right to consider informal any bid not prepared and submitted in accordance with the provisions hereof and may waive any informalities or reject any and all bids. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or the authorized postponement thereof. Any bid received after the time and date specified shall not be considered or accepted through OpenGov Procurement. No bidder may withdraw a bid within 45 days after the actual date of the opening thereof. The Municipality may accept or reject any or all bids or any portions thereof and take any action deemed to be in the best interest of the Town. The Purchasing Authority reserves the right to reject any and all bids. In addition to the bid specifications, all bids are subject to the terms, provisions and conditions of the New Milford Municipal Purchases Ordinance, set forth in Article III, Section 2-92 (a) through (o) inclusive, of the Code of New Milford. By bidding on the proposed purchase, the bidder agrees to such terms, provisions and conditions. Any bidder found by the Purchasing Authority to be delinquent in the payment of taxes and/or sewer use charges due to the Town of New Milford shall be subject to the provisions of Section 2-92 (e) of the Code of New Milford. Copies of the Bid Ordinance may be obtained at the Office of the Town Clerk, Town Hall.
