It is the intent of the PWSA to establish a contract to provide management of spoil materials from the Brilliant and Mission Yards, including the handling, loading, transportation, stockpiling, screening/testing, classification, and disposal of the spoil materials. All questions pertaining to this IFB prior to selection shall be submitted via Bonfire Procurement Portal. Questions Due Date: Oct 17th 2023, 4:00 PM EDT Any Bidder that desires to protest the PWSA's award shall submit such protest in writing to: The Pittsburgh Water and Sewer Authority Attn: Thoryn Simpson Procurement Office 1200 Penn Ave, 2nd Floor Pittsburgh, PA, 15222 PRE-BID MEETING: N/A BID BOND REQUIREMENTS N/A PERFORMANCE BOND REQUIREMENT N/A The term of this Agreement shall commence upon the PWSA's issuance of a Notice to Proceed and shall continue for one year from the date of the issuance of the Notice to Proceed (the "Term"). Time is of the essence for this Agreement. Thereafter, this Agreement shall not renew, unless agreed upon in writing between the Parties. In the event that the Parties elect to renew the Agreement, the Contract may be extended for four additional one-year Term(s), or any portion thereof, if mutually agreed upon by the Parties in writing. For such renewal Term(s), Vendor agrees that pricing for option renewals shall be submitted to the PWSA's Contract Administrator at least 60 days prior to the most current term renewal and shall not exceed 3% annually The PWSA reserves the right to reject any and all bids if it deems it to be in the interest of the PWSA to do so. When prices bid on various items are unreasonably high or low so as to unbalance the bid, the Director may, within his discretion, recommend that the PWSA reject it. The bid may also be rejected if it contains omissions, alterations, additions not called for, or irregularities of any kind.
