The purpose of this Invitation to Bid (ITB) is to request formal competitive sealed bids through the Invitation to Bid process to establish a contract for the complete removal of an existing sand filtration system, along with all associated materials at the Water Treatment Plant. It is the responsibility of the bidder to ensure that their bid reaches the appropriate office prior to the date and time of closing. All costs of proposal preparation and presentation shall be borne by each bidder. The County is not liable for any cost incurred by the bidder prior to issuance of a contract. A labor and material payment bond and a performance bond, each in the amount of 100% of the contract price, with a corporate surety authorized to do business in the Commonwealth of Virginia and otherwise acceptable in all respects to the County Attorney, or his designee will be required for the faithful performance of the contract Rockingham County reserves the right to reject, on arrival at destination or at delivery, any vehicle which does not conform with the specifications of this ITB. Equipment offered below the listed specifications will be considered unacceptable.
