Final Pre-solicitation Synopsis W912HY24B0007 The U. S. Army Corps of Engineers, Galveston District Office requires a contract for Houston Ship Channel, Texas, Bayport to Morgans and Bayport Ship Channel in Chambers and Harris Counties, Texas. Hopper Dredging. Full and Open Competition. Please NOTE this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsibility item. Bids/offers from contractors with a NIST score in SPRS will be considered responsible and evaluated/considered for award. Those without a NIST score in SPRS may be deemed NON-RESPONSIBLE and thus not evaluated/considered for award. For NIST compliance See Section 00 72 00 Contract Clauses, 252.204-7020 and 252.204-7012. THE WORK CONSISTS OF: 1. Schedule 1 - Project is for Deep Draft Hopper Dredging of the main stem Houston Ship Channel (HSC) between Bayport and Morgans Point, as well as the Bayport Channel (including Flare and Turning Basin). The Bidding Schedule will consist of the following: Total Schedule No.1 and Options 1thru 6. Total Schedule No. 1, requires dredging of approximately 699,000 Cubic yards (CYs) for the Bayport Flare (Red Side), Sea Turtle Protection for Bayport Flare, (Red Side), requires dredging of approximately 883,000 CYs for the Bayport Flare (Green Side), requires dredging of approximately 1,647,000 CYs for HSC, (Bayport to Morgans), Sea Turtle Protection for HSC, (Bayport to Morgans) and ODMDS No.1 Surveys. Option No.1 requires dredging approximately 323,000 CYs for Bayport Ship Channel (Main Channel) and Sea Turtle Protection for Bayport Ship Channel (Main Channel). Option No. 2, requires dredging approximately 518,000 CYs for Bayport Ship Channel, (Main Channel-Land Cut) (Hopper Overflow -30 Minutes). This option includes Sea Turtle Protection for Bayport Ship Channel, (Main Channel-Land Cut), and Sound Protection Measures for Bayport Ship Channel, (Main Channel-Land Cut). Option No. 3, requires dredging of approximately 374,000 CYs for Bayport Ship Channel (Turning Basin) (Hopper Overflow-30 Minutes). This option includes Sea Turtle Protection for Bayport Ship Channel, (Turning Basin) and Sound Protection Measures for Bayport Ship Channel, (Turning Basin). Option No. 4, requires dredging of approximately 292,000 CYs for Bayport Flare (Red Side). This option includes Sea Turtle Protection for Bayport Flare (Red Side). Option No. 5, requires dredging of approximately 352,000 CYs for Bayport Flare (Green Side). This option includes Sea Turtle Protection for Bayport Flare (Green Side). Option No. 6, requires Mobilization/Demobilization Sea Turtle Trawler and Relocation and Sea Turtle Trawling and Relocation. 2. Contractor should be familiar with the dredge material placement areas and the soft material found within them. Contractor should be familiar with the traffic conditions on the Houston Ship Channel. 3. Completion Time for Schedule No. 1 for this project is estimated at 210 calendar days after receipt of the Notice to Proceed. Completion time for all Options if awarded is estimated at 120 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in an amount that will be specified in the Solicitation for each calendar day of delay until the work is completed or accepted. 4. Estimated for this effort is estimated between $25,000,000.00 - $100,000,000.00. 5. Bonding Requirements - The Contractor will be required to provide the and Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after receipt of the Notice to Proceed. 6. Pre-award documents shall be provided to the Contracting Officer within 2 working days after the request of the Contracting Officer. Prior Government contract work is not required for submitting a response to the solicitation. The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of funds. The Solicitation is a FULL AND OPEN COMPETITION. The Solicitation will be issued on or about FEB 2024. Response date on or about MAR 2024. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is $37 Million for Dredging and Surface Cleanup Activities.
