Site work, paving, renovation and addition to a mixed-use development in Grand Forks, North Dakota. Completed plans call for the addition of a 4,320-square-foot, two-story above grade clubhouse / community center; for the renovation of a clubhouse / community center; for site work for a clubhouse / community center; and for paving for a clubhouse / community center.

The Work consists of renovations to the existing site and parking layout as well as a 2-story, 2,200 SF addition and drive thru lane. Additional interior renovation and maintenance items are also included. The project is identified in all correspondence as the Architects (EAPC Architects Engineers) Project 20231310. The work will be bid as a 3-Prime lump sum Base Bid with alternates. All Work is to be in accordance with the Bidding Documents which are on file in the office of the Architect, EAPC Architects Engineers, 3100 DeMers Avenue, Grand Forks, North Dakota, reference to which is made for detailed description of the work. Refer to Specification 00 1000 for instructions for submitting the bid. Please note the requirements for City of Grand Forks bonds and for a City contractor's license. Federal Regulations: This contract is federally funded. This Project is subject to the Build America Buy America (BABA) Act, 41 USC 8301 note, known as the Buy American Preference (BAP). All Iron and Steel materials purchased for the project must be produced in the U.S. unless the purchase qualifies for an exemption or waiver. The contractor must comply with the Davis-Bacon Act and Related Acts, The Copeland anti-Kickback Act, and the contract Work Hours and safety standards act CWHSSA. Contracts for work under this bid will obligate the contractor and subcontractors not to discriminate in employment practices. Contractors and sub - contractors shall pay all employees working on this project on a weekly basis in accordance with 29 CFR parts 1, 3, 5, 6 & 7. Contractors and sub-contractors must provide a payroll report on OMB form 1215-0149 or equivalent to the Office of Planning and Community Development on a weekly basis. The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (section 3). Bidders must comply with the President's Executive Order No. 11246 Minority and women owned business are encouraged to submit bids. The Owner reserves the right to reject any or all bids and or to waive any informality in the bids received and to accept any bid deemed to be most favorable to the interest of the Owner. The successful bidder shall warrant, and guarantee work for two years and shall furnish performance and payment bonds in the amount of 100 of the contract. Bonds shall remain in effect until two years after date of final payment. Project work is to begin Spring of 2024 once the frost is out of the ground. Contractor to provide minimum 7 days' notice prior to beginning work. The entire on-site portion of the project shall be completed and ready for final payment no later than, September 30, 2025.
