EP Home is an apartment property management company in El Paso, Texas that manages properties owned or controlled by the Housing Authority of the City of El Paso d/b/a Housing Opportunity Management Enterprises ("HOME"). This proposal seeks a multi-family apartment property management company to manage two apartment complexes located in El Paso, Texas. Additional apartments in El Paso or other locations in Texas to be potentially added as they are acquired or transferred to the selected contractor by HOME The apartments are operated as mixed-income "workforce housing" with approximately half or more of the units reserved for rental households at/or below 80% of the area median income ("AMI"). The rest of the units are reserved for rental households earning up to 160% AMI and/or have no income restriction. The apartments are relatively new construction, high-quality apartments, in desired locations, and with great amenities. The apartments are operated on the same basis as market-rate apartments with only one exception: there is a household income certification form that must be completed for each new rental and annually thereafter. EP Home and HOME are jointly issuing this RFP seeking a professional residential apartment management company to serve as the property manager of the Apartments. This RFP is seeking proposals from property management companies or firms with direct demonstrated expertise in managing high quality, class A or higher, multifamily apartment complexes. The selected vendor(s) will be responsible for the day-to-day management of all the rental units at the Apartments with duties to include, but are not necessarily limited to: Day-to-day management of the building, grounds and public spaces; resident relations, including marketing, resident selection, satisfying the eligibility, documentation and compliance requirements governing the lease-up and occupancy of the units, collection of rents, evictions, routine maintenance and repairs; and the preparation of various reports to EP Homen and/or HOME. The initial property management contract term will be one (1) year with up to four (4) one-year extensions. By responding to the RFP, the offeror accepts all terms and conditions of the RFP. EP Home, acting in conjunction with HOME and any other required approvals, expects to select a vendor, based upon the evaluation criteria set forth in the RFP, who demonstrates the greatest potential for achieving the objectives described in this RFP. Proposals will be accepted from any individual, entity, firm, or business that meets the qualifications noted below and is not debarred or suspended from work on federally assisted projects. EP Home reserves the right to waive any informalities, irregularities in submittals or to reject any and all proposals. HOME reserves the right to reject any or all proposals. Formal communications such as requests for clarifications and/or information concerning this Request for Proposal shall be submitted in writing only no later than October 27, 2023 at 04:00 p.m. MDT local time and directed to Ms. Margie Galvan Contract Specialist, at mgalvan@ephome.org or Mr. Juan Pulido at jpulido@ephome.org.
