Site work and paving for a road / highway in Pittsburgh, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The City of Pittsburgh Office of Management & Budget, on behalf of the Department of Mobility & Infrastructure, is seeking bids from Contractors to stabilize the soil and trail above the western end of Greenleaf Street in the City of Pittsburgh. Work will include installing Deep Soil Mixing panels just above and to the East of the bottom portion of Greenleaf Street. Work will also include installing soil nails, and stabilizing the portion of Emerald View Park trail on that slope with soil nails and micropiles. Question Submission Deadline November 14, 2023, 3:00pm A Bid Bond is required Guarantees should be in the form of a surety bond, certified check, cashier's check or letter of credit in an exact dollar amount equal to five percent (5%) of the bid. For example, a total bid of $100,000.00 should have a bid guarantee in the amount of $5,000.00. Period of Contract:One-Time Project Performance Bond A performance bond in an exact dollar amount equal to the full amount (100%) of their contract will be required from each awarded vendor for any resulting contract. Payment Bond A payment bond in an exact dollar amount equal to the full amount (100%) of their contract will be required from each awarded vendor for any resulting contract. The City requires the work required under this Contract, including Project Closeout activities, to be completed within 336 calendar days from Notice to Proceed (Contract Completion Due Date). For everyday of delay in completion of Contract Work after the Contract Completion Due Date, the Contractor will be assessed daily Construction Engineering Liquidated Damages in accordance with Publication 408 Section 108.07 and that amount will be deducted from the Payments to the Contractor. Substantial or unreasonable delays in response times, estimated time, or non-adherence thereto, in addition to any failure to meet project schedule deadlines or otherwise fail to comply with the terms and conditions of the contract shall constitute cause for the assessment of liquidated damages. Such damages shall be assessed on a per project basis based on pre-scheduled uses of the project, projected lost revenues, cost of alternative space, opportunity costs, etc. Liquidated damages shall be deducted from payments due under this scope of work. The City of Pittsburgh is committed to the ideal of providing all citizens an equal opportunity to participate in City and its Authorities' contracting opportunities. It is therefore the City's goal to encourage increased participation of women and minority groups in all City contracts. The City requires that all respondents demonstrate good faith efforts to obtain the participation of Minority-Owned Business Enterprises (MBE's) and Women-Owned Business Enterprises (WBE's) in work to be performed under City contracts. The levels of MBE and WBE participation will be monitored by the City of Pittsburghs Equal Opportunity Review Commission (EORC). In order to ensure that there are opportunities for historically disadvantaged minority groups and women to participate on Covered Contracts, and consistent with the City's current equal employment opportunity practice and goals, the EORC will review contracts to include an evaluation of a developer/contractors employment of minority groups and women, encourage goals of eighteen (18) percent and seven (7) percent respectively. The Contractor shall comply with the Davis-Bacon Act the Davis-Bacon Act (40 U.S.C. 276a to 276a-7) as supplemented by Department of Labor regulations (29 CFR part 5). Contractor shall not discriminate in its employment on the basis of race, color, religion, ancestry, national origin, place of birth, sex, age, disability, non-job related handicap, or sexual orientation. Contractor shall comply with the applicable provisions of the Pittsburgh Code of Ordinances, Title Six - Conduct Article V Discrimination, and any amendments thereto. Contractor also shall comply with the applicable provisions of the Americans with Disabilities Act, any amendments thereto, and any regulations issued thereunder. Contractor shall incorporate in any subcontracts which may be permitted under the terms of the contract, a requirement that said subcontractors also comply with the provisions of this section. The City reserves the right to reject, for any reason, any or all bids if it is in the best interest(s) of the City to do so.
