It is the goal of SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. Cleaning and Painting of Existing Bridge Nos. 1300200, 1300400, 1300900, 1306700, 1309900, 1311503 and 1311504 on Various Routes in Howard County. The Contractor performing any cleaning or painting work shall have SSPC's Painting Contractor Certification Conforming to SSPC-QP1 and QP2 The SHA reserves the right to reject any and all bids. Included in this response are contractor questions received as of November 28, 2023. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00.
