The intent of this Request for Proposals (RFP) is to secure the services of one or more qualified engineering Consultant(s) to conduct a comprehensive development and completion of a rate study comprised of a Wastewater Connection Fees and Monthly Wastewater Service Rates Study and a One Water Connection Fees, Monthly Water Retail Meter Rates and Recycled Water and Groundwater Recharge Service Rates Study. Both studies will be conducted concurrently and will develop rates for a five-year term . These two studies will require close coordination with IEUA staff and also require the Consultant(s) to work closely with, and anticipate any additional regulatory needs of, IEUA's sewage collection and retail agencies. The selected Consultant(s) shall be well versed with developing wholesale and retail water/recycled water/wastewater utility rate structures and be knowledgeable of all California codes, laws, and regulations as they relate to public agency finances (cities and special districts). Liquidated Damages, in the amount of $500 per day, may be assessed by the Agency for each calendar day that the Contractor fails to complete the services in accordance with the Work Schedule. Any and all Liquidated Damages assessed by the Agency will be taken as a direct credit against the Contractor's invoice for the missed services.
