This Request for Proposal (RFP) is being issued primarily as a means of securing qualified consultants to undertake a Citywide Parking Study (the Study) in accordance with the Scope of Services. The consultants will conduct a holistic review of the downtown area's parking operations, which includes an analysis of overnight residential permit parking. The goal of this project is to devise a user-centric, efficient, and sustainable parking management model, aligned with best practices from other municipalities, with an optimal pricing structure for permits that accurately determines the number of overnight parking spots needed to cater to the city's needs. All Proponents must show in their proposal that they are free of potential conflicts of interest related to current and future potential Local Planning Appeal Tribunal hearings or engaged to undertake significant land development interests in the City, or other activities that may be perceived as a conflict of interest.
