Site work for a bridge / tunnel in Anacortes, Washington. Conceptual plans call for site work for a bridge / tunnel.

Project Description. The site is located in the center of Fidalgo Bay, SE of the City of Anacortes in Skagit County. The property proposed for restoration is owned by the City and is surrounded by the Fidalgo Bay Aquatic Reserve, located on state-owned aquatic land managed by the Dept of Natural Resources. Nearby landowners include the Swinomish and Samish Tribes. Goals: 1) restore full tidal circulation to the southern portion of the bay by removing the trestle/causeway and fill that bisect Fidalgo Bay and impede natural processes and 2) restore natural habitat in Fidalgo Bay, including extensive eelgrass beds, mudflats, channels, and salt marsh. Species expected to benefit include juvenile salmonids (chum, coho, Chinook), Dungeness crab, blue heron and migratory water birds. The popular multiple use trail that overlies the existing trestle/causeway will be replaced with a similar structure over the area. This project is funded by BIA Tribal Transportation Implementation Plan FAST-act funds, #A16AV00147 grant. The project will be held to Federal EEO requirements. The City of Anacortes in accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), commits to nondiscrimination on the basis of disability, in all of its programs and activities. The City of Anacortes, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Anacortes is requesting interested consulting engineering firms to submit proposals for providing engineering design and analysis, and other services necessary for the successful completion of the Thompson Trail Trestle and Causeway Replacement Project as described herein. This agreement will be for approximately 18-month in duration with the option for the City of Anacortes to extend it for additional time and money if necessary. The City reserves the right to amend terms of this RFQ to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The method of Contractor Selection has not been Determined at this time.
