Project Description. The site is located in the center of Fidalgo Bay, SE of the City of Anacortes in Skagit County. The property proposed for restoration is owned by the City and is surrounded by the Fidalgo Bay Aquatic Reserve, located on state-owned aquatic land managed by the Dept of Natural Resources. Nearby landowners include the Swinomish and Samish Tribes. Goals: 1) restore full tidal circulation to the southern portion of the bay by removing the trestle/causeway and fill that bisect Fidalgo Bay and impede natural processes and 2) restore natural habitat in Fidalgo Bay, including extensive eelgrass beds, mudflats, channels, and salt marsh. Species expected to benefit include juvenile salmonids (chum, coho, Chinook), Dungeness crab, blue heron and migratory water birds. The popular multiple use trail that overlies the existing trestle/causeway will be replaced with a similar structure over the area. This project is funded by BIA Tribal Transportation Implementation Plan FAST-act funds, #A16AV00147 grant. The project will be held to Federal EEO requirements. This agreement will be for approximately 18-month in duration with the option for the City of Anacortes to extend it for additional time and money if necessary. The City reserves the right to amend terms of this RFQ to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
