Site work and new construction of a laboratory facility in Portland, Oregon. Completed plans call for the construction of a 12,480-square-foot, two-story above grade laboratory facility.

**As of November 14, 2023, neither a short list nor a final selection has been determined.** There are two additional RVT files for this project labeled Appendix A. The University of Oregon (University), is seeking proposals containing Qualifications from qualified Design/Build (D/B) firms (Proposers) for the construction of the Oregon Acoustic Research Laboratory (OARL) at the Port of Portland Marine Terminal 2 located at 3556 NW Front Avenue in Portland, Oregon. The OARL building will be for full-scale acoustic testing The 12,480 sf building will be two story with the lower portion of the acoustic chamber below grade. The laboratory will include instrumentation and controls to conduct acoustic testing between the upper and lower section of the chamber. The building envelope enclosing the acoustic chamber will be constructed primarily of mass timber products. Supporting the testing chamber, the OARL building will include office space, storage areas, and access for trucks to off load mass timber panels and associated acoustic and finish materials for testing. The University of Oregon received funding assistance from the U.S. Department of Commerce Economic Development Administration (EDA). The project will require specific award conditions set forth by the EDA be followed (see appendix F). The University has partnered with the Port of Portland (PoP) to lease land for the construction of OARL and complete an EDA companion project to construct a buttress wall at Terminal 2. PoP is preparing to record applicable Terminal 2 Mass Timber Housing Innovation Campus Development Standards. The final draft of the standards is attached in Appendix A. In accordance with University Policy IV.07.10, the University will use the request for Qualifications (RFQ) competitive procurement process to select and enter into an open book, GMP based contract with a two stage delivery, including Pre-Construction services and Construction services based upon the establishment of a GMP at the end of the Design Development phase of the project. During the RFQ phase of competition, the University's Selection Committee will evaluate each Proposer's capabilities with respect to the evaluation criteria set forth in Section VIII. Information will be obtained from various sources including information in Qualifications and discussions with clients of Proposers and other sources. The Selection Committee will shortlist the top three to four (3-4) scored D/B Teams. These teams will be provided an opportunity to interview with the selection committee to address specific questions posed as well as provide additional information to the selection committee to support their selection as the most qualified team to deliver this project. The University intends to enter into a Design-Build Contract for PreConstruction services with the selected D/B team that will be based upon the information submitted in response to Section VIII of this RFQ including Design and Pre-Construction fees submitted by the D/B team as part of the requirements of this RFQ. These fees shall contain all costs as described in Sections IV & V of this RFQ. Upon successful negotiation of any required Early Work, an Early Work Amendment will be executed to initiate the identified work. Upon the successful establishment of a GMP, the GMP phase of the Contract will be executed which will contain Construction Documentation, Bidding, Construction and Post Construction phase work as described in the Sample Contract attached to this RFQ as Appendix A. If the Owner is unable to successfully negotiate a GMP with the successful proposer, the Owner reserves the right to contract with the second ranked proposer. This RFQ does not commit the University to enter into any agreement, to pay any expenses incurred in preparation or delivery of any response to this request, or to procure or contract for any supplies, goods or services. The University reserves the right to accept or reject any or all Proposal(s) not in compliance with the RFQ or if it is in the public interest to do so. The project will need to be performed within a specific timeline for UO to receive reimbursement from the EDA. All work on the project must be completed by May 28, 2027, to allow for closeout and final disbursement prior to September 30, 2027. EDA cannot extend this deadline for any reason. Date: 11/2/2023 Qualification Review Complete Date: 11/3/2023 Notification of Short List Estimated timetable for the Interview process: Date: 11/17/2023 D/B Team Interviews Date: 11/17/2023 D/B Team Selection/Notification Wage rates for this project shall comply with both OR (BOLI) and Federal (Davis-Bacon) prevailing wage. All questions associated with this RFQ process shall be submitted to Colin "UO OARL RFQ Clarification Question". The Owner's Target GMP Range: $15 to $17 Million *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
