The project involves restoring approximately 3.25 miles (levee station 229+00 to 401+00) of mainstem sand levee back to its originally authorized design elevation. To complete this restoration approximately 87,000 CY of sand will be borrowed from an adjacent borrow area then hauled, placed, graded, and compacted along the landside and top of the existing levee system. All proposals shall be accompanied by either a bid bond on the "Proposal Bid Bond" form contained in the proposal, executed by a corporate surety company satisfactory to the South Quincy Levee & Drainage District, or a bank cashier's check, an irrevocable letter of credit or a properly certified check payable to the South Quincy Levee & Drainage District for not less than 5 percent (5%) of the amount bid, or for the amount listed in the specifications. Bidders are notified that not less than the prevailing wage rate as determined by the Illinois Department of Labor shall be paid to all workmen performing work under this contract. Bids may be held by the South Quincy Drainage & Levee District for a period not to exceed 45 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The South Quincy Levee & Drainage District reserves the right to reject any or all proposals and to waive technicalities and reserves the right to determine the qualifications of any and all contractors to perform the work required under this contract. No bid may be withdrawn after the time for opening of the bids is past. The Owner reserves the right to reject any bid from a Prime or Subcontractor that is not listed on the plan holders list at Electronically.
