Reference Number 0000333905 This project is to replace the roof at the Enid Public Library located at 120 W. Maine, Enid OK. Question Deadline 11/13/2023 at 12:00 PM CT Questions are submitted online Yes A Business Relationships Affidavit, Non-Collusion Affidavit, and a Cashier's Check, a certified check or a surety bid bond in the amount of five percent (5%) of the gross amount of base bid as a guaranty, shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders and to successful bidders upon approval of the contract and submission of a 100% Performance Bond, a 100% Statutory Bond and a 100% Maintenance Bond. On all bids below the amount of $100,000.00, the City of Enid reserves the right to waive any or all bond requirements. *The City of Enid, Oklahoma reserves the right to reject any or all bids. The roofing type for this project is a 60 mil reinforced thermoplastic roofing membrane system as manufactured by Duro-Last Roofing, Inc. All new roofing shall be compatible with and weldable to existing roofing and shall not adversely affect any existing warranty. Existing roofing is over an existing concrete deck. If roofing at existing membrane roof is to be replaced, remove existing membrane but leave existing insulation. Do not damage roof deck panels or insulation that is to remain while removing existing materials. New roof membrane system shall be installed over existing insulation board and tapered insulation systems. Provide new tapered insulation on existing roofing as necessary to provide positive drainage at all points on the roof, especially where there are depressions in the existing roof where water does not drain. All wet or damaged membrane, decking, etc. shall be removed and replaced with new materials. Sweep all loose materials and remove from roof. 2. The new roof system consists of a pre-manufactured process, with factory seams. A minimum of 75% of factory rolls must measure not less than 30' x 50' in order to minimize field seams. No curing time will be allowed on this project. Roof system shall not require curing time, and must be ready for installation immediately after manufacture. Roof system specified shall be mechanically fastened and field seams heat welded per manufacturer's specifications and shall meet UL90 ratings and requirements. Adhesives, other than caulk and mastic, are not permitted unless application purpose is approved by Architect. II. SCOPE OF WORK SUMMARY: The following is a summary of the scope of work required for the roofing project. This summary is listed to state the basic requirements for the roofing system to be bid. 1. There are wet areas of roofing on the roof. Perform moisture testing on roof and determine locations of wet areas of roofing. Remove and dispose of existing wet areas roofing materials. Clean and repair existing deck prior to placing new membrane. Fill removed area with new insulation and provide new membrane over insulation, mechanically attached. 2. Provide all factory manufactured flashing & appurtenances, parapet wall treatments, and carpentry and materials required. 3. Add roof drains, overflow roof drains, scuppers, gutters and downspouts as shown on plan, or as required to provide positive drainage off the roof. Provide new slope in existing roof with tapered insulation to slope to drains and scuppers. Clean, maintain and repair existing roof drains, scuppers, gutters and downspouts. Resecure loose support straps. Remove all debris from roof. 4. Disconnect, move and reinstall mechanical equipment and utility service lines on raised support system. Install new curbs at mechanical equipment. Equipment shall be raised on new curbs 12" minimum above finished roof, unless preapproved otherwise by the manufacturer and Architect 5. Strictly adhere to manufacturer's recommended installation methods and instructions. 6. The existing roof at the concrete has minor slope built into the structure. The existing deck areas of the roof have slope built into the structure. Verify existing conditions affecting roof slope and drainage and make modifications necessary to provide positive drainage as shown on drawings, and not less than 1/4" per foot off structure by building up slope with tapered insulation to slope to drainage points as shown and as required. All water shall have a direct path to roof drains, roof edges, scuppers or gutters. Ponding of water will not be accepted and will be cause for rejecting roofing installations. Even though ponding or standing water is unacceptable, ponding or standing water must be acceptable under manufacturer's warranty, and cannot be an exclusion to the warranty. Contractor shall conduct flood test of roof upon completion of work for Architect's inspection/approval. 7. Replace existing galvanized metal caps, gravel stops, scuppers, fascias and metal flashings with new material, at same locations and at same height elevations as required. Reuse existing material where practical, and only where approved by Architect. Provide new material to match existing as required. Match new work to existing. Paint to match existing. 8. Provide new flashings, pitch pans, roof accessories, etc. Dispose of old materials and debris at legal dump site. Installation of new board and membrane shall provide a UL 90 wind rating. Fasteners shall penetrate thru existing roofing membranes and thru existing deck. Fasteners shall be in accordance with manufacturer's requirements to meet UL 90 wind rating. 9. Clean and repair existing roof prior to placing new membrane. New roofing membrane and system shall be applied over cleaned exposed (existing) surfaces. Provide new flashings, pitch pans, roof accessories, etc. Dispose of old materials and debris at legal dump site. 10. Remove loose, deteriorated coatings and mastics from inside face of perimeter walls and parapets. All inside parapet walls shall be covered with new roof membrane system per manufacturer's written instructions and specifications. 11. Recaulk all deteriorated coping stone joints prior to covering with new material. 12. Remove old deteriorated caulking. Recaulk with Reglet Joint Sealant. 13. Provide and install new walkway pads on roof from ladder access area to, between and around all mechanical and electrical equipment. Install per manufacturer's installation instructions, solidly secured to roof. Mark ladder access points on top of wall. 14. Strictly adhere to manufacturer's recommended installation methods and instructions. 15. Install new single ply thermoplastic membrane roof system and appurtenances as specified and/or required. Install new manufactured flashings. 16. Wrap all existing ductwork and metal work exposed on roof where exposed, with insulation and new thermoplastic system.
