Site work, paving and outdoor lighting for a civil project in Virginia Beach, Virginia. Conceptual plans call for site work for a road / highway; for paving for a road / highway; for outdoor lighting for a road / highway; water / sewer project; and water / sewer project.
The City of Virginia Beach is soliciting Statements of Interest and Qualifications from interested architectural/engineering firms for the Indian River Road Bridge (Speed Fentress) project and the Indian River Road Safety Improvements project. The scope of services will include, but not be limited to: environmental permitting, roadway alignment and design elements, bridge design, traffic signalization, signs and signal plans, aesthetic design elements, surveying, storm water management, public and private utility coordination, street lighting, geotechnical borings and analysis, public involvement, landscaping, development of construction contract documents, acquisition services, and construction phase services. This will be a multi-phase contract that will include a Preliminary Engineering Report (PER) to replace the bridge on Indian River Road that spans the West Neck Creek and floodplain between West Neck Road and Princess Anne Road and provide safety improvements along Indian River Road between West Neck Road and Princess Anne Road. No Pre-Bid Conference Available The safety improvements identified in the PER will include shoulder widening, raising the road to reduce recurring flooding, increased lane widths, relocated overhead utilities, and other geometric improvements. The projects will be evaluated for phase implementation based on the final scope of the improvements. Subsequent phases will be based on available City, State, and/or Federal funding and will include preliminary design, final design, bridge design, public participation, utility coordination, environmental permitting, and development of construction contract documents. The successful firm must demonstrate their expertise and specialized experience in the planning, design, and construction of bridges and roadways in Virginia and how they consider the aesthetics and environmental features of the project corridor. Furthermore, the successful firm must demonstrate a strong understanding of the environmental permitting process and public participation requirements. Qualifications must include expertise in stormwater modeling and design utilizing PCSWMM and MIKE software to address recurring flooding. The successful firm must also demonstrate their geotechnical engineering experience pertinent to the soil conditions in the project corridor. The successful firm must have a demonstrated knowledge of applicable Federal, Virginia Department of Transportation, and City of Virginia Beach specifications, standards, and design guides. Participation in the Disadvantaged Business Enterprise Program (DBE) is required under this federally funded procurement.
