The City of Kilgore intends to apply for a grant for a Resilient Communities Program (RCP) grant from the Texas General Land Office (GLO) for a Master Drainage Plan. Attached is a copy of the City's Request for Proposals ("RFP") for planning and management services. The City is seeking to contract with a qualified planning consultant to assist in the application preparation, development of the planning process and associated planning reports, and grant contract compliance. If awarded with funding, CDBG-MIT funds will be administered by and implemented through the Texas General Land Office fund. Proposals received after the deadline will not be considered for award, regardless of whether or not the delay was outside the control of the submitting provider. The City reserves the right to negotiate with any and all service providers submitting timely proposals. The City is an Affirmative Action/Equal Opportunity Employer. Section 3 Residents, Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Labor Surplus Area firms are encouraged to submit proposals. The successful firm will assist the City in preparing the grant application, and if awarded, developing, adopting and implementing a Master Drainage Plan to further develop the City's Comprehensive Plan to assist in implementing a forward-looking/integrated plan with other City approved mitigation plans. CDBG-MIT funds administered and implemented through the Texas General Land Office fund these planning activities, and the Mitigation Plan development and approval oversight is administered by HUD and implemented through the Texas General Land Office. Grant awards will be $300,000 per applicant. Resilient Communities Program will fund the development, adoption, and implementation of modern and resilient building codes and flood damage prevention ordinances to ensure that structures built within the community can withstand future hazards.
