Central Marina Bulkhead Replacement. The contract is expected to commence in January of 2024 and continue for 24 months. The Port of Everett (Port) is seeking Proposals from qualified firms (Consultant) to provide LAG Manual Compliance review of bid documents, construction documentation, coordination guidance with the Port's certified agency (CA) and the relevant grant agencies, and construction oversight services for a Federal Aid Project. This proposed construction manager must be knowledgeable in Local Agency Guidelines (LAG) Manual and WSDOT Construction Manual requirements with respect to project plan design compliance, oversight required during the construction phase of the project and will act as the project's Construction Manager for the Port. It is further desirable that the Consultant's proposed Construction Manager have experience working on in-water marine construction projects. The Port has received grant funds from the Federal Highway Administration (FHWA) for the construction efforts to replace a timber wharf and bulkhead wall along SR 529 (WMVD) between the Central and South Marinas. The funds are programmed in the National Highway Freight Program (NHFP), and the City of Everett (City) is providing overall guidance and oversight of the project under its designation as a Certified Agency. Submittals will be evaluated and ranked based on (1) qualifications of the firm; (2) proposed construction manager and project team and familiarity with WSDOT/FHWA standards; (3) past performance/references; (4) project management approach; and (5) price proposal.
