Site work and paving for a mixed-use development in Naples, Florida. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The project encompasses approximately a 3.06-mile section of 47th Avenue NE from the intersection with Immokalee Road west extending east to Everglades Boulevard. 47th Avenue NE intersects with a series of narrow dead-end streets west of the Golden Gate Main Canal. The improvements proposed will provide connectivity and roadway enhancements to those dead-end streets and improve emergency response times and safety along the corridor. The proposed roadway improvements shall be designed for a minimum design speed of 35 mph with posted speed of 30 mph. The project also consists of adding a new bridge over the canal crossing, widening of the existing two-lane rural roadway width from 9-ft to 11-ft and adding a 6-ft shoulder (4-ft paved, 2-ft unpaved) in each direction. A 6-foot sidewalk (6" thick) shall be constructed along one side of the roadway, 1-ft from the existing right-of-way/easement line. All driveways/turnouts along the corridor shall be replaced with concrete, except where the existing driveway has brick pavers (the existing pavers shall be removed, stored and replaced). The limits of the driveway replacement shall terminate at the right-of-way and shall match the existing driveway. A new strain pole traffic signal is proposed at the intersection with Immokalee Road (CR 846) and shall include required turn lanes with the interaction improvements. The typical section of the proposed bridge shall be similar to the already constructed 8th Street NE bridge, which consists of two-12-ft travel lanes, 6-ft shoulders on each side, and a 6-ft sidewalk connecting to the new roadway sidewalk. The resulting contract for this solicitation will run concurrently with both the design and the construction contracts to perform Peer Review during the design phase and CEI during the construction phase. Q & A deadline: Nov 22, 2023 7:00:00 AM EST. County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. This scope of services describes and defines the Construction Engineering and Inspection (CEI) and Peer Review services which are required for contract administration, design review, inspection, and materials sampling and testing, compliance of contractors for the construction projects listed below. It will be the responsibility of the Consultant to assure that Local Agency Construction Administration Procedures adhere to the Local Agency Program (LAP). Provide services as defined in this Scope of Services, Local Agency contract documents, the referenced Florida Department of Transportation (FDOT) LAP manuals, and procedures. Major work groups include: o 3.1 Minor Highway Design o 4.1.2 Minor Bridge Design o 10.1 Roadway CEI o 10.3 Construction Materials Inspection o 10.4 Minor Bridge and Miscellaneous Structures CEI Minor work groups include: o 4.1.1 Miscellaneous Structures o 6.3.1 ITS Analysis & Design o 7.1 Signing, Pavement Marking & Channelization o 7.2 Lighting o 7.3 Signalization o 8.1 Control Surveying o 8.2 Design, Right of Way Construction Surveying o 8.2 Design, Right of Way Construction Surveying o 8.4 Right of Way Mapping o 9.1 Soil Exploration o 9.2 Geotechnical Classification Lab Testing o 9.3 Highway Materials Testing o 9.4 Foundation Studies o 9.5 Geotechnical Specialty Lab Testing The method of Contractor Selection has not been Determined at this time.
