This project includes exploratory excavation, demolition and by-pass, construction of a new annex building with electrical and HVAC rooms, conversion of existing electrical room into a new control room, enhancements to Generator No. 1 (Caterpillar) and replacement of Generator No. 2 (EMD), as well as facility refurbishments that will upgrade the pump room, operating room, and bathroom/battery room, site preparation, and other miscellaneous site work. Estimated Range of the Base Bid - $22,545,160.25 to $27,278,398.31 not including contingency and dedicated allowances. Project Duration: 730 days to Substantial Completion, 800 Calendar Days to Final Completion, plus an 80 Calendar Day Contingency Period This contract has Small Business Enterprise (SBE) goals as follows: Construction 4.20%, Goods No Measure, Services No Measure. Goals are based on the construction estimate plus the 10% Contingency Allowance. This contract has a 10.00% Community Workforce Program goal. Pursuant to County Code Section 2-11.1 (t), this solicitation is under a Cone of Silence until lifted. ALL COMMUNICATIONS WITH THE CONTRACTING OFFICER jean-marie.rodriguez@miamidade.gov and alvaro.rosario@miamidade.gov MUST ALSO COPY THE CLERK OF THE BOARD AT Clerk.Board@miamidade.gov The contractor will need to comply with Section 2-11.17 of the MDC Code, inclusive of all amendments, including the apprentice and on-the-job training requirements. Nothing in this solicitation shall in any way be utilized to request documentation relating to or authorizing consideration of a proposers social, political, or ideological interests when determining if the proposer is a responsible vendor or give a preference to a proposer based on the proposers social, political, or ideological interests. The Bid Proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The successful contractor must execute a one hundred (100%) Surety Performance and Payment Bonds. NO BIDDER MAY WITHDRAW HIS BID WITHIN 120 DAYS FROM BID OPENING DATE. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
