Project Description In general, work includes installation of woven wire fencing, posts, gates, and gravel paving within Section 3 of the Washington Jefferson Park. The project is located between 5th and 6th Avenues and between Washington and Jefferson Streets. Single Point of Contact City of Eugene Purchasing is the issuing office. Dated: October 26, 2023 Noel Dietz, NIGP-CPP, CPPB Purchasing Analyst City of Eugene ndietz@eugene-or.gov OVERVIEW In general, work includes installation of woven wire fencing, posts, gates, and gravel paving in section 3 of Washington Jefferson Park in the City of Eugene. The project area is currently secured with free standing temporary chain link fencing along the back of curb and shall remain in place during execution of the work. Contractor may reposition portions of the temporary fence to include the on-street parking spaces along 5th Avenue for contractor staging and access purposes provided the change in fencing configuration is submitted as part of the traffic control plan and narrative submittal. A majority of the work is for the installation of a four foot tall woven wire fence along the inside edge of concrete path in the park's interior. Line posts for fencing include perforated square steel winged posts as well as top and bottom 2"x6" horizontal rails. Two 10 foot by 15 foot rectangular enclosures (otherwise known as sally ports) shall be included in the work described as fencing. Sally ports shall include two openings with gates on opposite sides of the sally port enclosure. Pressure treated square wood posts shall be used at all corners and at either side of each pedestrian gate for the sally ports. Steel line posts may be used as intermediates for the 8 foot minimum spacing requirement for fencing. Top and bottom 2"x6" horizontal rails shall be included with the sally ports' fencing. One 10 foot wide maintenance gate shall be installed at the north-west corner of the fenced enclosure. It shall include two sets of 10x10 square pressure treated posts on either side, set in concrete. The contractor shall be responsible for installing gravel paving in locations specified on the plans and work shall include the removal and disposal of sod and soil to a 4 inch depth prior to placement of gravel. Gravel shall be 3/4 " minus crushed quarry rock, graded level and lightly compacted. Minor irrigation repairs and head repositioning shall be completed with the work. Any irrigation heads removed shall be returned to the City of Eugene. All lateral lines affected by the work shall be tested prior to backfill. All irrigation work shall comply with City of Eugene standard specifications and standard details. All work performed shall meet the related industry's highest standards. All posts and rails shall be installed plumb and level. The work required for this project is subject to Oregon State BOLI wage requirements. SITE LOCATION Washington Jefferson Park (Section 3), bound by 5th Avenue, 6th Avenue, Washington Street and Jefferson Street. SCOPE OF WORK 4.1 WORKING ON PUBLIC LANDS All work shall be performed in a manner that protects the safety of park users and park staff. This section of the park will remain closed to the public with the exception of the on street parking along 5th Avenue. Portions of the park north of 5th Avenue and south of 6th Avenue will remain open to the public during construction. Work zones along the 5th Avenue construction entrance and staging area shall be protected with cones, barriers or other methods that clearly identify the work area and the alternative routes to be taken if necessary. This applies only to the areas where contractor is re-positioning the existing temporary fencing for construction access, staging and contractor parking. If contract workers encounter park users who are uncooperative or create an unsafe working condition for any reason, contractor shall immediately notify the City Project Manager, and call Eugene Police Emergency 911, or non-emergency at 541-682-5111 for assistance if warranted. 4.2 WORK HOURS AND TIMELINE Work hours Start/stop times for noise-making activities (power equipment) shall be between 7:00 a.m. and 5:00 p.m. Work shall occur Monday through Friday. No work may be scheduled on Saturdays, Sundays, or City-observed holidays without prior, written approval from the City. Adverse field conditions: The City reserves the right to postpone some or all of the Contractor's activities should adverse field conditions develop. (For example, significant rain events may mandate that the City order delay of work to avoid site damage such as soil compaction or rutting.) Access to locations across turf or planting beds when conditions are wet, and ground is saturated will require permission from the Project Manager. Initiation of Project Construction. After the project has been awarded, the contract executed and issuance of the Notice to Proceed, Contractor shall coordinate the specific construction start dates with the City's Project Manager at least one week prior to planned start of construction. Project Schedule: Prior to the start of construction, Contractor shall provide the anticipated project schedule for review and approval by the City. Schedule shall be updated bi-weekly throughout the duration of construction to account for necessary project adjustments. Completion Date: The project completion deadline is March 1, 2024.
