Demolition, site work, renovation and addition to a municipal facility in Las Vegas, Nevada. Completed plans call for the addition of a 5,627-square-foot, two-story above grade municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; and for site work for a municipal facility.
The project will add about 5,627 square feet to its current facility, located at 4323 Boulder Highway, Las Vegas, NV 89121. This expansion will include the following components: 1) Design and build of a full kitchen, bathroom, dining hall and lockers on the first floor covering 2,557 square feet, 2) Upgrade of ventilation and flooring on the first floor, and 3) Expansion of 2nd floor by 3,070 square feet. SCOPE OF WORK The Construction Manager (CM) will work closely with/and or advise LSSN on the entire project from its design to the closeout phases. The CM will ensure that the project is delivered consistent with the approved plans, budget, and timelines & the requirements of the funder. Broadly, the services would include, but not limited to, the following: 1. Pre-procurement and procurement: Procurement of the design contractor, prime contractor, specialty consultants, as needed, QAA inspectors including the management of meetings required. 2. Pre-construction and construction: Development of master schedule; Review of building plans and cost estimates; Definition of roles and responsibilities for the project team; Assistance in securing of permits and approvals; Monitoring of construction and contractors' compliance with plans, timelines and reportorial requirements and taking of appropriate remedial actions, as necessary. 3. Closeout and Post-construction: Receipt and review of required documents (e.g., As-built documents, Contractor and Manufacturer warranties, Verified completed punch list, Unconditional lien waivers); Securing of occupancy permits; Development of facility maintenance program. PROPOSAL EVALUATION CRITERIA A. Experience of the Firm (25 points) Depth & scope (variety of infrastructures, works involved & # & types of organizations served) and length (years providing CM-related services) of direct/relevant experience. Contracting experience with non-profit agencies & projects utilizing federal grant funds. For each contract listed, please provide a description of the project, your role, dates, Project Owner, & 2 references. B. Experience of Primary Contact (20 points) Direct & relevant experience of the primary contact who must be based out of an office in Clark County, NV. Experience working with non-profit agencies & projects utilizing federal grant funds, approach to carrying out the CM duties, particularly how to deal with contractors, workers, Owners, & all involved parties. C. Experience of Field Representative (20 points) Direct/relevant experience of the field representative (must be based out of an office in Clark County, NV) that would staff the project. Approach to carrying out the CM duties, particularly how to deal with contractors, workers, Owners, & all parties. Experience working with nonprofit agencies & projects utilizing federal grant funds. The primary contact & field representative may be the same person (the points will be combined) D. Project Proposal (25 points) Brief narrative of proposed CM services for the project. Attach a sample contract/agreement (if you have one) and include the following in proposal narrative: Acknowledgement of broad CM services cited above; Comment on which of those broad services the firm can provide, cannot provide and additional services it can provide as part of your customary CM services Proposed cost of these services with any options for additional services the firm can offer Earliest date for service commencement. Discount or any premium that can be offered for non-profit agencies and/or programs. E. Document Control (5 points) Firm's approach to document control, including submittals, RFI's, change order requests, pay application requests, as-builts, electronic document control, etc. F. Conflict Resolution (5 points) Firm's approach to conflict resolution, which can be related to the design, the construction work or other project conditions. SELECTION PROCESS The successful firm will be selected through a qualifications-based process pursuant to Federal Procurement guidelines contained in 2 CFR 200.318-322. The method of Procurement for this solicitation is "Competitive Proposals". Each Proposal will be evaluated according to the evaluation criteria set forth above. The Selection Panel will narrow the applicants down to the most qualified firms and may conduct an oral interview if there are questions or additional clarification is needed. LSSN may enter negotiations with the selected firm(s) and either execute a contract or issue a purchase order upon completion of negotiating the scope of work, fees & contract terms. If LSSN is unsuccessful at negotiating a scope or work and fee with the best qualified firm(s), they may negotiate with the second or third most qualified firm until a scope of work and fee is agreed upon. LSSN reserves the right to reject any or all Proposals, to waive and informality or irregularity in any Proposals received, and to be the sole judge of the merits of the respective Proposals received. ELIGIBILITY REQUIREMENTS This project is open to all properly licensed businesses. The ideal candidate(s) for this project will have experience and expertise in similar projects. Firms shall be licensed in the State of Nevada, registered on SAM.gov and not debarred. Firms are required to have a business license in the project jurisdiction.
