The City of Phoenix is seeking qualified contractors to do business on an on-call basis to provide repair, replacement, and assessments of potable water service lines for the Water Service Line Replacement Job Order Contracting (JOC) Services. Up to four contractors may be selected for this JOC based on the City's workload. A Small Business Enterprise goal of 4.5% has been established for this project. Smith at (602) 534-2418 or julie.b.smith@phoenix.gov (preferred) The Contractor will be expected to successfully perform the following construction services, including, but not limited to: 1. Replace substandard water service line material with new copper line on the City and customer sides 2. Water meter service connections on both City side and customer side 3. Furnish and install water service pipe and fittings from main to meter, and meter to customer spigot identified by City staff 4. Providing traffic control, including off-duty or uniformed police officers 5. Repair and replacement of service saddle and corporation stop 6. Water meter relocations 7. Water line terminations 8. Water service line investigation and/or assessments identified by City staff 9. Repair water services lines in public right-of-way and onsite 10. Restore existing landscaping, irrigation systems, including artificial landscape 11. Removal and replacement of existing concrete curb and gutter, sidewalk and driveways 12. Provide permanent and temporary asphalt, concrete pavement replacement 13. Backfilling with ABC slurry in heavy traffic intersections and as needed 14. Provide information reflecting changes to the asset registry and geographical information system (GIS) data for new and replaced services, mains, and other water asset 15. Collect field assessment data to update the registry and geographical information system (GIS) for water services and associated water assets identified by City staff 16. Locating and providing asset management requirements 17. Minor design services as required to replace water services with work completed by Arizona registered professional engineer to provide plans for permitting 18. Other services as required to support successful completion of the work and the City's interests 19. Providing clean-up and disposal of surplus material and restoring the job sites 20. All other emergency work as it relates to the replacement of the service line. This will be for a 36-month duration or $12,000,000 per JOC, whichever occurs first. The JOC will include an option to renew, based on the Contractor's satisfactory performance, the City's need for additional services, and funding availability. The option to renew will be for an additional 24-month term or the balance of the maximum contract amount $8,000,000 including all JOC amendments. The City intends that each Job Order Agreement (JOA) issued under this JOC will not exceed $4,000,000 in construction costs, but in no event will any JOA exceed $4,000,000 subsequent to Council approval of the change in limits.
