The Town of Mount Pleasant (Town) will receive best value Bids to provide Pine Straw and Mulch Maintenance Services for the locations and Town facilities identified within this solicitation in Mount Pleasant, South Carolina. Pine Straw will be long needle pine straw and mulch will be double ground dyed brown pine mulch. Services shall include, but not limited to applying a three (3) inch layer of long needle pine straw and a two (2) inch layer of double ground dyed brown pine mulch, pickup of excess materials, bed edging and tuck, and traffic control. The double ground dyed brown pine mulch shall be pneumatically installed. Pine straw and mulch maintenance services shall include, but not be limited to, all labor, material, equipment, bed edging and tuck, and traffic control to deliver this project to the Town complete, all in accordance with the solicitation documents. This Invitation does not commit the Town to award a Contract, to pay any costs incurred in the preparation of a Bid or to procure or contract for the articles of goods or services. The Town reserves the right to waive any informalities or irregularities in the Bid, to accept or reject any or all Bids received as a result of this Invitation, to negotiate with all qualified Bidders and to award or refrain from awarding the project to any Bidder, if it is in the best interest of the Town to do so.
