The County of Onslow is inviting interested Construction Manager at Risk firms, licensed in the State of North Carolina, to submit their qualifications for consideration to provide construction services at the Albert J. Ellis Airport. Construction Manager at Risk firms shall be experienced and knowledgeable in airport construction in conformance with Federal Aviation Administration (FAA) regulations and FAA Airport Improvement Program (AIP) regulations. This solicitation is primarily for civil related projects including a 900-foot runway and taxiway extension; realignment of NC 111, new MALSR lighting system and new airport entrance roadway, however some architectural work is also being contemplated by the owner. The initial project scope will also include additional paving and marking of the existing runway 23. The selected Construction Manager at Risk firm will be asked to provide pre-construction services including, but not limited to providing a construction cost estimate for design development level documents, construction scheduling, phasing, constructability reviews, and at the County’s request, a Guaranteed Maximum Price for the project documents provided by the Owner’s design consultant. The projects listed below are part of the Airport Redevelopment Program that are currently being considered, however the initial Construction Manager at Risk scope of work may be a combination of projects depending on budget considerations. However, Onslow County reserves the right to request from selected Construction Manager at Risk firm to provide construction management services for any or all of the below listed project(s) in its discretion. The Onslow County Board of Commissioners reserves the right to waive any informalities, to reject any and all responses to the Request for Qualifications, and to accept any responses which in its opinion may be in the best interest of Onslow County.
