The City will respond to questions it considers appropriate to the Request for Proposal (RFP) and of interest to all Respondents but reserves the right not to respond to any question. Interpretations of the RFP will be in the form of an Addendum to the RFP. All such addenda shall become part of the Contract and all Respondents shall be bound by such addenda. The City reserves the right, in its discretion, to revise responses to questions after posting, by posting the modified response. No oral response to any question by any City employee or agent shall be binding on the City or in any way considered to be a commitment by the City. Terms of the Contract The contract is subject to approval by the Trenton City Council and shall be for a period of one year. The contract may be extended for additional time to a maximum period of three years, as warranted by project progress, and approved by the Trenton City Council. Project Introduction The City of Trenton is issuing this RFP for Professional Environmental Services for soil and groundwater investigation activities from qualified environmental consulting firms to provide environmental sampling and reporting at the former Clinton Commerce Center at 780 North Clinton Avenue and the adjacent former Storcella property at 22 Nottingham Way in Trenton, New Jersey. For the purpose of this RFP, these two properties have been combined into one ("Site"). The former Clinton Commerce Center property is tracked under New Jersey Department of Environmental Protection (NJDEP) Program Interest (PI) No. G000004885, and the former Storcella property is tracked under PI No. G000015372. The current Licensed Site Remediation Professional (LSRP) of record is John Musco of Langan Engineering and Environmental Services, Inc. (Langan). The Site is currently owned by the City of Trenton and is part of an effort to redevelop several contiguous properties along the Assunpink Creek into recreational areas and greenways, referred to as the Nottingham Greenway Project. Project Location Former Clinton Commerce Center - Storcella Property 780 North Clinton Avenue and 22 Nottingham Way Trenton, NJ 08638 Coordinates: 40.232629, -74.739809 Previous soil and groundwater sampling at the Site identified soil and groundwater exceedances of NJDEP's Soil Remediation Standards (SRS) and Groundwater Quality Standards (GQS). A remedial investigation is necessary to further evaluate soil and groundwater conditions at the Site. The scope of this work includes the completion of the following tasks: o Task 1: Kickoff Meeting o Task 2: Prepare Health & Safety Plan o Task 3: Prepare Site-Specific Quality Assurance Project Plan o Task 4: Mobilization and Demobilization o Task 5: Groundwater Investigation to Delineate Groundwater Exceedances o Task 6: Soil Sampling for MGWSRS Characterization o Task 7: Soil Sampling for Soil Cap Verification o Task 8: Soil Sampling to Delineate Soil Exceedances and Assess RL Exceedances o Task 9: Soil Pile Characterization for Disposal Sampling o Task 10: Management and Disposal of Investigation Derived Waste o Task 11: Data Analysis and Reporting o Task 12: Project Management and Administration
