BACKGROUND The City has its annual Capital Improvement Program (CIP) by performing various utility infrastructure projects such as underground utilities improvements (e.g. sewer, water and storm). Staff from Community Development and Transportation Department Engineering and Transportation Division and Public Works Services Department identify areas that requires excessive maintenance or experienced repeated service disruptions and target those areas for improvement. A part of the City's sanitary sewer management program is the City's annual sanitary sewer flow monitoring program. Flow monitoring is being conducted to measure the magnitude and components of flow that enter the City of Redwood City's sanitary sewer collection system. SCOPE OF SERVICES 2023-2024 SANITARY SEWER FLOW AND RAINFALL MONITORING SERVICES The scope of services described herein is the minimum necessary to meet the City's objectives. The consultant is expected to expand the scope by incorporating their expertise and proposed method of approach. The Proposer's scope of services shall include, at a minimum, a description of the major components of services (or phases of service), a description of work product (or "deliverables") to be provided by Proposer to the City, and the expected time of completion for each component. In no event shall the deliverables exceed City imposed deadlines, unless mutually agreed to in advance of each assignment. City intends to provide the selected firm a Notice to Proceed in December 2023. Proposer shall also include a table showing the level of personnel effort. A proposed rate and method of payment for all services to be performed by the Proposer, including hourly rates, and a description of any reimbursable charges, excepting mileage (non-reimbursable). Proposer shall include a comprehensive breakdown of project cost estimate showing crew hours and cost per linear footage inspected. This shall be submitted in a separate sealed envelope and marked "Rate/Fee Schedule for 2023-2024 Sanitary Sewer Flow and Rainfall Monitoring Services". The City of Redwood City reserves the right to reject any or all responses received as a result of this solicitation; to extend the submission due date; to modify, amend, reissue or rewrite this document; and to procure any or all services by other means. The above is the only individual authorized to receive or respond to questions or comments. All questions must be received by November 3, 2023. Questions will be responded to in writing. Written summaries of all questions and answers will be distributed to each consultant. Anonymity of the source of specific written questions will be maintained in the written responses. A clarification addendum will be issued, if necessary.
