Demolition, site work, renovation and addition to a mixed-use development in Morrisville, North Carolina. Working plans call for the addition of a transportation facility; for the demolition of a transportation facility; for the renovation of a transportation facility; for site work for a transportation facility; water / sewer project; and water / sewer project.

The Authority owns and operates a medium-hub commercial service airport consisting of two passenger terminals, an airfield with two air carrier parallel runways and one general aviation runway, cargo facilities, general aviation facilities, rental car facilities, and other supporting infrastructure. The Programs that are the subject of this RFQ include those listed below. Each listed Program reference also identifies the projected year in which pre-construction services are anticipated to begin and the current, preliminary, estimated Program cost. Attachment 6 gives a more detailed description of each Program. A respondent may submit on one or all of the Programs, however, respondents should specifically identify in the Letter of Interest which Program(s) are of interest to the respondent. Terminal 1/Terminal 2 Concessions Development Program: Phase 3 - Demolition and rebuild of existing concession spaces to include interior architecture, millwork, kitchen equipment and mechanical, plumbing, electrical and fire protection trades. - Terminal 1: Four Tenant Spaces (2024/$13 million) - Terminal 2: Two Tenant Spaces (2024/$6 million) Terminal 1/Terminal 2: Bathroom Refresh/Additions - Demolition and rebuild of existing toilet facilities (airside) within the concourse to include interior architecture, millwork, kitchen equipment and mechanical, plumbing, electrical and fire protection trades. - Terminal 1: (1) Bathroom Edition (2024/Cost to be determined). - Terminal 2: (23) Bathrooms (2024/$30 million) Terminal 2: Flooring Replacement - Demolition, removal, and replacement of flooring within the Terminal 2 Concourse Hold Rooms and stairwells leading up to the Third Floor Airline Clubs. - Terminal 2: (14) Hold Rooms (80,000 SF/Airside) (2024/25/$1 million) Terminal 2: Automatic Entry Doors Overhaul/Security Doors/Frame and TSA Exit Gates - Overhauls of existing entry door systems (Enplanement/Departure) to include hardware/software and/or frames. (2024/Cost to be determined). - Existing Security Doors/Frames that need to be upgraded/modified based on new use/function. (2024/Cost to be determined). - Replacement of existing entry/exit gates into TSA and the primary exit corridor leaving the concourse. (2024/Cost to be determined.) Campus Roof Repairs - South Cargo Building 1: 24,600 SF (2024/25/Estimate to be determined). - South Cargo Building 2: 35,000 SF (2024/25/Estimate to be determined). - South Cargo Building 3: 60,500 SF (2024/25/Estimate to be determined). - Airport Operations Center: 10,000 SF (2024/25/Estimate to be determined). - Maintenance Building: 60,000 SF (2024/25/Estimate to be determined). Airport Operations: Chiller Replacement (2024/$100K) Maintenance Building: HVAC/Boiler/Air Handler (2024/25/$400K) Lift Station Replacement (2024/25/Estimate to be determined) Energy Plant: Re-Building of Chillers (Chillers Serve Terminal 2: (2024/$500K) - Re-build three existing chillers that have been in use since 2006 (Bearings to be replaced). The CMAR shall be required to comply with the provisions of NCGS 143-128.1 and Authority Policy including, without limitation, publicly advertising and soliciting bids as prescribed in NCGS 143-129 and pre-qualifying first-tier subcontractors Announcement of Short-listed firms: TBD - January 2024 Short List Interviews (if necessary): TBD - February 2024 Staff Recommendation to the Authority Board: TBD - March 2024 Award Contract: TBD - March-April 2024 Submissions shall include one (1) original of the SOQ and six (6) copies in printed form and one (1) electronic copy in pdf format on a thumb drive. Printed copies of the SOQ shall be bound and in 8- 1/2" by 11" format with information organized as indicated hereinafter. The SOQ shall be limited to the number of pages identified in Section 7.0 - Contents of Statement of Qualifications, not including cover, table of contents, and dividers (11" x 17" Z-fold pages may be used when necessary and will count as two pages.) The SOQ shall be written in 12-point font size. The information contained in the SOQ shall be organized as indicated in Section 7.0 - Contents of Statement of Qualifications. Any SOQ that does not meet these requirements may be rejected as non-responsive. Questions and inquiries regarding this RFQ, the selection process, or any related matter may be directed to Cheri Baxter, Contracts Administrator at Cheri.Baxter@rdu.com. Staff will not meet with potential respondents or other parties that may have interest in this RFQ to discuss the Projects, the selection process, the RFQ, or matters related thereto The Authority will not respond to any questions or inquiries submitted after 3:00 p.m. on October 30, 2023. Direct questions and inquiries regarding MWSB matters including the process for qualifying as a MWSB, current listings of certified firms, and other MWSB-related matters, to the Authority's Director of Small Business Programs, Ms. Thiané Carter, at thiane.carter@rdu.com. The terms "MWSB" and "DBE" are interchangeable for the purposes of this document, and refer to firms certified in accordance with the terms of the Authority's MWSB Program Document to be (1) a small business, as defined by the Small Business Administration size standards found in 13 C.F.R. Part 121; and (2) at least 51% owned, and controlled, by a socially and economically disadvantaged individual or individuals, as that term is defined in 49 C.F.R. Part 26. Applicable Program MWSB Goals. The Authority has set the following overall goals (the "MWSB Goals") for MWSB participation in the Program: a. The goal for Minority-Owned Small Business participation is 10.0%. b. The goal for Woman-Owned Small Businesses participation is 5.0%. Shortlist Confirmed.
