Renovation of a municipal facility in Ames, Iowa. Completed plans call for the renovation of a municipal facility.

The City of Ames is soliciting proposals from HVAC Preventative Maintenance Contractors to remove and replace two (2) boilers located at the City of Ames Technical Services Complex (TSC). No bidder may withdraw their bid for at least sixty (60) days after the scheduled closing time for receiving bids. The City of Ames reserves the right to reject any or all bids, to waive informalities, and to make such awards as it shall deem to be in the best interest of the City. BACKGROUND The Technical Services Complex (TSC) is a two-story building (approximately 9,900 square feet), located at 300 East 5th Street in Ames, Iowa. The building houses the Water Meter Division on the first (ground) floor, and a certified environmental testing Laboratory Services Division on the second floor. The building was constructed in 1993. The building's HVAC systems have had individual components repaired or replaced multiple times. Currently, the small boiler is inoperable and non-repairable. The large boiler has questionable remaining useful life. This project seeks to replace the boilers with a new, permanent solution prior to failure of the single operating boiler. MINIMUM SCOPE OF WORK This specification describes the functional needs of the TSC building, but does not specify all services and equipment required to provide a fully functional, operable system. The successful proposal must include any and all equipment, materials, services, installations, permits (fees to be paid by contractor), inspections, start-up, testing & commissioning, and any other element needed to provide a high quality, functional, finished system. Installation must comply with all applicable codes and the requirements of the City of Ames Inspections Division and the Iowa Division of Labor. Heating, cooling, and ventilation are of considerable importance to the laboratory environment on the second floor. Normal hours for activities in the building are from 7:00 AM to 4:30 PM Monday -Friday, and 7:00 AM to 12:00 noon on Saturday. The building must remain in service and habitable at all times. Any unavoidable interruptions must be coordinated with the Water Meter Division Supervisor in advance. Assumed hours of work should be clearly identified in the proposal, including any anticipated periods of work outside normal business days and hours. The City's expectation is that the two existing boilers will be replaced with two (2) or more high efficiency boilers to replace the previous boiler capacity, located in approximately the same footprint of the existing boilers. The City's expectation is for a system with multiple boilers so there is a backup in the event that one fails. The City anticipates that the zones and building HVAC controls will perform similarly to their current operation. Any modifications to the controls, piping, and electrical needs required for the new system to function as intended shall be included in the proposal. Changes to gas piping, flues, intake and exhaust ducts, supply and return piping, drain lines shall be included. Old equipment removed from service shall be removed from the building and properly disposed of by the contractor. The City anticipates a proposal to include a minimum one-year warranty on all materials, equipment, and workmanship. Proposals must clearly identify any warranties that are either longer or shorter than one year in duration, and the City may consider warranty periods when selecting the proposal in the best interest of the City. Contractors may propose an optional extended warranty for the system. PERFORMANCE BOND Iowa Code Chapter 573 requires that if the cost of work exceeds $25,000 then the contract must be accompanied by a bond to secure the performance of the contract, including payment of subcontractors. Each successful bidder shall be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of its contract price. Said bond to be issued by a responsible surety approved by the Purchasing Division and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor, and protect and save harmless the City from claims and damages of any kind caused by the operations of the contract and shall also guarantee the work for a period of one (1) year from and after the completion and acceptance by the City. INSURANCE REQUIREMENTS FOR CONTRACTORS Contractors shall procure and maintain for the duration of the contract period insurance against claims for injuries to persons or damages to property which may arise from or in connection with the performance of the work hereunder by the Contractor, their agents, representatives, employees or subcontractors.
