The City of Bristol purchased approximately 5,600 streetlight fixtures, as well as 769 streetlight poles, from Eversource (aka CL&P) in July 2014. Fixtures were replaced with LED components in fall 2017. The City is seeking the services of a qualified street lighting repair and maintenance contractor to provide field maintenance for the City's street light system. In the provision of services, the contractor shall use only mounting brackets and accessories that meet CL&P standards and applicable codes, as approved by the State of Connecticut Department of Public Utility Control ("DPUC"), or have received prior approval by CL&P as equal or compatible with CL&P standards and as approved by the City. The contract for replacement includes a ten-year warranty for fixtures; the warranty provider is responsible for replacement of defective fixtures within the term of the warranty. Within the conditions of the warranty, it is the responsibility of the City to determine if service to a street light is related to warranty replacement or to an unrelated issue; this contract is for issue diagnosis and maintenance services not covered under warranty replacement. MAINTENANCE SERVICES Maintenance services required to be provided by the contractor may include but are not limited to: Replacement of the bulb, ballast, photocell, fixture, or any combination of these items for all City owned mercury, compact fluorescent, metal halide and/or high pressure sodium street lights. Testing of fixtures for power, proper grounding, and/or potential backwiring, and subsequent corrective measure. Lens cleaning and cleaning the fixtures from insects, birds, or other material. It is the intent of the City of Bristol to make award to the lowest responsive and responsible qualified bidder (reference C.G.S 4a-59. The quality of the articles to be supplied, their conformity with the specifications, their suitability to the requirements of the City, and delivery terms will be taken into consideration in making award. In the event of a discrepancy between the unit price and the extension, the unit price shall govern. Cash discounts may be offered by bidder for prompt payment of invoices. Such discount will not be taken into consideration in determining the low bidder, but will be taken into consideration in awarding tie bids. Any contract resulting from this solicitation shall be governed by the laws of the State of Connecticut. Award will be based on quality of the articles or services to be supplied, their conformance with specifications, delivery terms, price, administrative costs, past performance, and financial responsibility. The Purchasing Department may correct inaccurate awards resulting from clerical or administrative errors. Review of proposals may include assessment of proposer's financial capacity, and status of current and/or past taxes or liens due. The City of Bristol reserves the right to accept or reject any and all bid responses, in whole or in part, to waive technical defects, irregularities and omissions if, in its judgement, the best interests of the City will be served. Determination of the best interests of the City shall include consideration of active or pending civil litigation between the City and any firm (or its subcontractor or supplier) submitting a bid to the City. The Purchasing Department may reject any bidder in default of any prior contract or guilty of misrepresentation or any bidder with a member of its firm in default or guilty of misrepresentation. Annual maintenance for municipally owned streetlights for the period through December 31, 2025.
