PURPOSE: The City of Great Bend hereby issues a Request for Proposal and Qualifications for the performance of City Engineer. The City of Great Bend is a city of the second class with a Mayor/Council form of government located in Central Kansas. Our population is approximately 15,000. It is the intent of the City to develop a long-term working relationship with an engineering firm that will prove to be mutually beneficial to each party. All proposals shall include the following: Fee Schedule for the first 2-year period which lists all fees, multipliers, fringe benefits, mark-up percentages and typical hourly rates from the various classifications of the personnel that will work on projects described in the scope of work. It is expected that billings will be provided on a monthly basis and include an itemization of services rendered. The following is a scope of services that would be expected of the engineering firm. Please provide a list of which of the following categories you can provide services. Firms will be categorized according to their qualifications. 1. Provide eight (8) consecutive hours per month of on-site consultation with city staff. 2. Attend City Council and Planning Commission meetings, as requested, to assist in evaluating specific projects or planning for future needs and to provide consultation on any other engineering issues that may be discussed. 3. Establish goals and plans for infrastructure repair and construction projects in consultation with the Public Works Director; 4. Design plans for new construction and maintenance projects; 5. Research and maintain updated and future requirements for water, wastewater and storm drainage utilities for the Environmental Protection Agency (EPA) and Kansas Department of Health and Environment (KDHE); 6. Assist with Kansas Department of Transportation (KDOT) projects and program administration; 7. Provide project updates as required; 8. Serve as a liaison with intergovernmental agencies when needed; 9. Work with consultants on projects developed for the City of Great Bend; 10. Work with federal and state funded projects; 11. Oversee expenditures for various public infrastructure projects; SELECTION CRITER IA: Since it is the City's desire to award a contract to the firm that demonstrates the ability to provide the highest quality service in a cost-effective manner, the criteria for selection will include, but not be limited to: 1. Ability to provide the type and quality of service that will best meet the needs of the City of Great Bend. 2. Ability to complete the work on time and within budget. 3. Quality and extent of experience with projects listed in scope of work. 4. Cost of services. 5. Quality and reliability of service rendered on past projects listed in scope of work. 6. Availability and qualifications of contract and other support personnel. REVIEW OF PROPOSALS AND QUALIFICATIONS: Based solely upon the City's evaluation of qualification packages, the principal engineer and/or others as so designated by firms may be interviewed at a date to be established by the City. The City may elect to visit the offices of the responding firm. Award is subject to approval by the Great Bend City Council. Right to Award or Reject: All proposals will become part of the City's public record on this matter, without obligation to the City. This RFP does not commit the City of Great Bend to award a professional services agreement. The City reserves the right to reject any, or all, proposals and to negotiate an agreement conclusion with one of the proposers. The City reserves the right to award the agreement to any proposer based on evaluation criteria. Waiver of Informalities: The City reserves the right to waive minor informalities contained in proposals, when, in the City's sole judgment, it is in the City's best interest to do so. Incurring Costs: The City accepts no liability for any costs incurred by respondents in the preparation or presentation of proposals. If a firm cannot provide a service or would utilize a third party to provide the service, it should be clearly noted within the proposal. The City reserves the right to reject any and all proposals based upon its sole discretion and in the best interest of the City as well as to negotiate with responding firms any improvements or clarification regarding specific portions of the proposal.
