Togus Substance Abuse Residential Rehab Building IFB 36C77624B0006 The bid opening will be conducted via teleconference. An in-person bid opening will not be facilitated. The bid bond shall be submitted as part of the electronic submission. In accordance with Class Deviation from the Federal Acquisition Regulation to Eliminate Hard Copy Original Documents, Signatures, Notarization, Seals on Bonds, and Other Seals for Certain Contract Requirements issued by the VA Executive Director, Office of Acquisition and Logistics and the Senior Procurement Executive on May 11, 2020, the requirement for an original bond, with the original signatures, notarization and seals has been eliminated. Failure to provide electronic bids and the electronic copy of the bid bond on the date and time set for bid opening, may deem the bid non-responsive. The Contracting Officer reserves the right to designate representatives to act for him/her in furnishing technical guidance and advice or generally monitor the work to be performed under this contract. Such designation will be in writing and will define the scope and limitation of the designee's authority. A copy of the designation letter shall be furnished to the Contractor. The Contractor will be required to provide all labor, project management , materials, tools, supplies, and equipment as required by the drawings and specification to complete the necessary work for the Substance Use Residental Rehab Building project. This project must be completed in accordance with specifications, drawings and supporting attachments included in the solicitation package. The VAAR construction Magnitude for this project is between $10,000,000 and $20,000,000. Questions of a technical nature must be provided in writing and shall be submitted by the prospective offerors to both Contracting Officer William Henkel and Contract Specialist Johanna McGraw. Questions shall be submitted only via e-mail to: William.henkel@va.gov and johnna.mcgraw@va.gov THE CUT-OFF DATE AND TIME FOR RECEIPT OF QUESTIONS IS November 28, 2023 at 2:00 PM (ET). *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
