Any such contact shall be cause for rejection of your bid/request submittal. Any questions concerning the intent, meaning and interpretations of the solicitation documents including the draft agreement, must be requested in writing through the portal at least seven (7) calendar days prior to the due date. Question Deadline 11/09/2023 at 2:00 PM ET Persons with disabilities needing assistance to participate in any of the proceedings should contact the City Human Resource Office ADA Coordinator at 386-986-3718 at least forty-eight (48) hours in advance of the public opening, prebid meeting, or any other proceeding related to this bid/proposal. The City reserves the right to reject all submittals, to waive any formalities, and to solicit and re-advertise for new bids/proposals, or to abandon the project in its entirety Description A. Two (2) fully automatic, self-cleaning, skid mounted disc filter systems are needed for use at Palm Coast Cigar Lake Reclaimed Water Pump Station. Each disc filter skid shall be sized for a maximum flow rate of 1350 GPM. B. The application rate through the filtershall not exceed 55 gallons per minute persquare foot of media filter surface. The filter disc cartridges shall comprise a compressed stack of vertically stacked polypropylene ring discs. Each individual disc shall be approximately 5.125 inches outside diameter and 4.010 inches inside diameter. Each disc cartridge shall have an external filter surface area of 251-square inches minimum and a volume of 122-cubic inches minimum. The filter components shall not be supplied separately but in an all-inclusive skid mounted system except for the air compression system. Total area of one (1) 16 pod filter will equal 27.9-Square Feet of filtration surface. C. The filter shall incorporate a fluid spinning turbine mechanism inside the filter housing that generates a centrifugal effect spinning heavier particulate to the outer wall of the filter housing, away from the disc stack located in the inner portion of the housing. The reclaimed water. shall pass through the disc media from the outside to the inside, allowing capture of lighter contaminants on the surface of the discs and through the depth of the discs. D. The filter system shall consist of sixteen (16) automatic housings, manifolded with Type 304 stainless steel inlet outlet manifolds. The backflush shall be sized to be a 2- inch connection. E. To keep an efficient cleaning process with a reduced backflush duration and minimizing the quantity of backflush water required, the backpressure shall be 70-100 psi. The quantity of backflush water shall not exceed 45 gallons per filter pod. Filters shall backflush by decompressing the disc stack by water backpressure and spraying the "floating" discs with clean water tangential to the inner diameter of the disc stack. The spray shall cause a spinning action that cleans the individual discs. Backflush flow direction shall be from the inside of the cylinder to the outside. The backflush spray shall be applied via rigid backflush columns that focus the spray at fixed indexed heights on the disc stack. F. The filtersystem shall be outfitted with an air-override feature. Compressed airshall be injected into the top of each filter housing during the backflush cycle to help facilitate an evacuation of the water out of each filter housing contributing to the reduced backflush time duration and the lower volume of backflush water..
