The Anne Arundel County, Maryland Department of Health is seeking a qualified Quoter to provide pre-treatment and snow and ice removal services at various Anne Arundel County Health Centers located throughout Anne Arundel County. Technical Specifications:
The Successful Quoter shall provide pre-treatment, snow, and ice removal services for
approximately five (5) Department of Health (DOH) locations to remove snow and ice from all
parking and driveway areas on the property on an as-needed basis. Walkways and stairways are to
be cleared of ice and snow using shovels, snow blowers, and/or melting materials. Melting
materials shall be applied to any potentially hazardous areas as needed.
2.1 Salting to begin at one-half inch (1/2") accumulation and shoveling at two inches (2")
accumulations. Bobcat (or equivalent) loader to be used when snow exceeds 8".
2.2 Services will be provided on an as-needed basis due to weather conditions.
2.3 Travel time will not be paid. Hourly rate starts at the start of service and Health Department
location(s).
2.4 Anne Arundel County Health Centers' required treatment areas are defined as follows:
Walkways, sidewalks
Stairs, stairways
Buildings, entry, and exits
Driveways
Parking Lots
Property entrance and exit ways
2.5 Removal Guidelines
2.5.1 Pre-treatment shall include salting or de-icing/melting materials.
2.5.2 Removal of snow shall include equipment and personnel to perform services. Each
County location shall follow the following removal guidelines:
Pre-treatment shall begin prior to one-half inch (1/2") accumulation
or presence of ice.
Snow removal and de-icing shall begin prior to two (2")
accumulations.
Accumulation shall not exceed eight (8") at any time.
2.5.3 Removal of accumulation or ice shall be completed prior to and during a snow event
within the operating hours of each County location. The successful Quoter shall be
responsible for all equipment to be in working condition and all personnel required to
perform removal services
2.5.4 Snow shall be deposited where it least impacts the safety of the public and employees.
Deposited snow shall not block:
Hydrants
Sidewalks, walkways
Handicap Ramps
Stairways
Building entrances, exits
Ability to park in lot or driveway
Parked Vehicles
2.6 The County contact(s) shall be contacted in the event:
1. Any disruption of service to perform services.
2. A problem has been encountered.
3. An employee or equipment has damaged County property.
4. An accident has occurred during the performance of removal services.
2.6.1 Voicemails left by the Successful Quoter shall include the following information:
Name
Date, time
Location
Description of call
Resolution
Unsuccessful attempt(s) to speak to the County contact shall be followed up with an email.
2.7 County Contact information shall be provided to the Successful Quoter upon award.
2.8 The Successful Quoter is required to be equipped and ready to perform services upon execution
of the contract.
2.9 The Successful Quoter is required to submit both a timesheet and invoice for each serviced
location via email to the Department of Health point of contact within 7 days of service. Materials Specification:
The Successful Quoter is responsible for providing all required materials/supplies
and equipment needed for snow and ice removal services.
3.1 Supplies include but are not limited to the following:
Melting Materials
Sodium Chloride
Magnesium Chloride
Molasses
3.2 Equipment and Vehicles include but are not limited to the following:
Shovels
Salt spreaders
Snow blowers
Snow plow vehicles
Cold weather protection gear

4.2 Additional locations may be added or removed to this listing and the resulting
contract during the contract term at the sole discretion of the County, as needed. The
services provided at these locations will be charged at the contracted rate submitted
by the Successful Quoter.
