The City of San Bruno (City) is requesting statements of qualifications (SOQs) from competent individuals and/or consultant firms that can assist the City with project management consulting services during all phases of land development and capital improvement program (CIP) projects, on an as-needed basis. Firms may also be selected to provide other general engineering support services as needed. The purpose of this Request for Qualifications (RFQ) is to pre-qualify individuals and firms that offer these project management services. At its discretion, the City intends to select one or more firms with whom the City will contract for services on an as-needed basis. If the City currently has an active pre-qualified list, successful Consultants for this RFQ may be added to the existing list; however, Consultants are encouraged to resubmit SOQs in the event active lists sunset. The successful Consultant(s) will be responsible for CIP project management and project management during all phases of development including reviewing entitlement applications, conducting plan review, coordinating reviews and comments, and providing supplemental services related to the development review process in compliance with the California Building Standards Codes, the City's Municipal Code and all other Federal, State, local and applicable laws. The successful consultant(s) will be dependable, cost-effective, and provide high-quality support and services with the ability to meet expected turnaround times. The consultant(s) must be able to provide a broad range of specialized planning, engineering and construction services, and staff to complete project orders including, but not limited to, consultation, planning, administration, specialized analytical studies, construction support, and other miscellaneous municipal report writing. Prior municipal experience and/or direct knowledge and experience in implementing municipal processes for individuals proposed for services is desirable. This RFQ contains the scope of services, evaluation process, general terms and conditions, and the City's template for professional services agreements (Attachment B). It is the intent of the City to select and contract with one or more consultants for all or some of these services. The City will assign work to any of the selected consultants as is deemed necessary and appropriate by the City. The City reserves the right to contract with additional consultants. The City will consider SOQs to provide all or a part of any of the services identified in this RFQ. Agreements will remain in effect for up to a five-year period.
