This is a total small business set aside request for proposal (RFP) for a Firm Fixed Price in accordance with Federal Acquisition Regulation FAR 19.502-2. Total Small Business Set-Asides, You are requested to submit a quote for the specific requirements presented in the Performance Work Statement (PWS). This announcement constitutes the only solicitation. A Upgrade the existing Utility Monitoring and Control System (UMCS) 1. Upgrade of the UMCS is needed to enhance direct digital control system performance including monitoring, control, reliability, and security. 2. Provide the latest released version of UMCS software which is compatible with the existing Siemens APOGEE direct digital control system and compliant with BACnet communication requirements as defined in American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 135. Replace the existing Siemens APOGEE Insight UMCS software. 3. Replace two existing workstations including one located at Electrical Room 206 in the Fairbanks Satellite Operations Facility (FSOF), and one located at the Control Room in the Powerhouse. For each workstation provide a desktop computer, dual monitors, keyboard, smart card reader, mouse, uninterruptible power supply, and printer. 4. Replace the existing UMCS database production server located at Ops Comm Equipment Room 112 in the FSOF. Provide a rack-mounted server with monitor, keyboard, smart card reader, mouse, and uninterruptible power supply 5. Provide a UMCS server located at Comm Room 103 in the Powerhouse and configure it to perform standby duty with the UMCS database production server located in the FSOF. Provide a rack-mounted server with monitor, keyboard, smart card reader, mouse, and uninterruptible power supply 6. Create building displays, building sub-area displays, equipment displays, and other graphical user interface features; and reuse existing graphical user interface features which are compatible. 7. Provide submittals, hardware, software, start-up testing, performance verification tests, basic training, and refresher training. 8. Reuse existing control system hardware and software which are compatible. 9. Do not change or disable any existing sequence of operation, schedule, or alarm without obtaining government approval in advance. 10. Comply with the requirements of Section 23 09 13 INSTRUMENTATION AND CONTROL DEVICES FOR HVAC and Section 25 10 10 UTILITY MONITORING AND CONTROL SYSTEM (UMCS) FRONT END AND INTEGRATION. B Restore and integrate the existing fire main freeze protection alarm system into the existing direct digital control system. 1. Restoration of the system is needed to notify personnel and permit action to prevent water freezing in the fire main, which could prevent operation of automatic fire sprinklers in the buildings. 2. Replace existing temperature switches and flow switches, provide temperature readout, temperature alarm, and flow alarm for each of four fire main monitoring locations including the Facilities Building, Fairbanks Satellite Operations Facility (FSOF), Powerhouse, and Water Storage Facility. 3. Create a fire main freeze protection alarm graphical user interface in the UMCS.4. Adapt or replace the existing fire main freeze protection alarm panel in the FSOF to provide visible and audible annunciation for each of the readouts and alarms identified above. 5. Provide submittals, hardware, software, start-up testing, performance verification tests, a preventive maintenance work plan, basic training, and refresher training. 6. Comply with the requirements of Section 23 09 13 INSTRUMENTATION AND CONTROL DEVICES FOR HVAC and Section 25 10 10 UTILITY MONITORING AND CONTROL SYSTEM (UMCS) FRONT END AND INTEGRATION. C Evaluate the existing power generation system. 1. Evaluation of the system is to determine upgrades that may be needed to sustain satisfactory performance and extend its life. 2. Determine overall condition, areas of risk, and opportunities for upgrades in performance, safety, and communications for the utility / generator paralleling switchgear, three generator set packages, controls and monitoring which comprise the system. For the upgrade recommendations, evaluate the Woodward controls along with Caterpillar or other feasible options. 3. Review records, survey existing conditions, consult users and manufacturer guidelines. 4. Provide a written study report including summary and details of all findings and recommendations for available options, with scope description, risks and benefits of each option and estimated cost for each recommended option. This procurement is to acquire the services of a qualified contractor to upgrade the Utility Monitoring and Control System (UMCS) in order to enhance digital control system performance including monitoring, control, reliability, and security in the area of and travel to the location of the NESDIS FCDAS Facility in Fairbanks, Alaska and perform the required services to achieve full compliance with all applicable codes and standards for the upgrade, restoration, and evaluation of the FCDAS Direct Digital Control Upgrade and Generator System Evaluation. The applicable North American Industry Classification System (NAICS) Code 238210. The Offeror shall submit a price proposal that includes a fully burdened firm fixed price. The appropriate Department of Labor wage determination shall be identified. The Contractor shall provide the applicable wage determination and must include pay wages and fringe benefits (including accrued wages and benefits and prospective increases) to service employees. The offeror shall ensure they comply with the Service Contract Act for any Service Contract Act covered labor categories, Wage Determination - 2015-5683, referenced as Attachment II to this solicitation. Offeror shall submit a detailed technical proposal of their approach to meeting the task requirements of the PWS. Award will be made to the offeror whose proposal provides the best value to the government. The price will be evaluated to conduct a fair and reasonable determination.*Please note that contractors shall complete and submit provision FAR 52.204-24, 52.204-26, 52.209-11, and 52.212-3 before NOAA makes the award if information differs from System for Award Management (SAM) representations and certifications. NOAA requests that it be submitted with, and as part of, the proposal submission. Responses are due by 12:00 PM Eastern Time on Monday, February 12, 2024 to Maryann Orellana, Contracting Officer, at maryann.orellana@noaa.gov, and Markita Simmonds, Contract Specialist, at markita.simmonds@gov. There will be no exceptions to the time and date on which responses are due, unless determined otherwise by the Contracting Officer. Your response shall be submitted electronically no later than the date and time specified above. When responding, please include "FCDAS DDC-Eval" in the subject line of all emails. To verify receipt of your response, please contact the aforementioned by e-mail. Please note that the Contracting Officer reserves the right to make no award under this RFP. Under no circumstances will NOAA be responsible for the contractor's costs related to responding to this solicitation.
