The program of work consists of the installation of approximately 2,000 LF of new 3" water main and appurtenances. ll questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing via email to rsumner@bluegrassengineering.net. Upon request and receipt of the document amount indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. No Bidder may withdraw his Bid within ninety (90) days after the actual date of bid opening. Minorities and small businesses are encouraged to submit bids on this project. The Contract will be awarded on the basis of the low evaluated responsive, responsible, best and qualified bidder unless all bids are rejected. North Mercer Water District. reserves the right to waive any bidding informalities and to reject any or all bids, for any reason deemed advisable by NMWD, Salvisa, Kentucky. The right is reserved by the Owner, in the exercise of its sole judgment to reject any or all Bids, and to re-advertise and award the Contract in the regular manner or to waive any informalities, irregularities, mistakes, errors, or omissions in any Bid received and to accept any Bid deemed to be responsive to this invitation and favorable to interests of the Owner.
