The Alabama Department of Economic and Community Affairs (Adeca) is Issuing a Request For Proposals (Rfp) From Interested Parties to Prepare the Alabama State Comprehensive Outdoor Recreation Plan. The Selected Respondent Will Research, Prepare, and Publish the State Comprehensive Outdoor Recreation Plan and Assist With the Development of the Open Project Selection Process. The Term of the Initial Contract Will Not Exceed Two Years From the Execution of The Contract, When Services Are No Longer Required, or Once Federal Funding Has Been Exhausted Project Goals (1) Compile and Maintain an Inventory of the State's Existing Recreation Facilities, Both Public and Private; (2) Evaluate Population Distribution, Conducted Using the Most Recent Census Data, Which Will Be Analyzed and Applied to Recreation Participation Rates, Supply and Demand Estimates, and Used to Develop an Accurate Needs Assessment; (3) Evaluate the Demand for Different Types of Outdoor Recreation Resources and Facilities in the State; (4) Identify Outdoor Recreation Issues of Statewide Importance; (5) Develop a Plan of Action to Address the Identified Outdoor Recreation Issues; (6) Prepare and Distribute the Approved Scorp; (7) Collaborate With Federal, State, and Local Governments, Land Managers, Healthcare Organizations, Private Businesses, Recreation Facility Managers, Citizens, Etc. To Identify Needs and Fill Gaps in Facilities/activities and Share Information/knowledge; (8) Revise the Opsp to Focus on Funding Projects Which Are Consistent With the State's Priority Needs as Identified in the Scorp; and Reassess and Identify Ways to Accomplish the Outstanding Action Items Listed in the Strategies Identified in the State's 2021-2025 Scorp: (a) Promote the Conservation and Stewardship of Natural and Cultural Resources, (B) Increase Physical Accessibility to Outdoor Recreation Facilities, (C) Increase and Sustain Funding Resources for Outdoor Recreation Facility Maintenance and Development, (D) Enhance Diversity Equity, and Inclusion of Outdoor Recreation Facilities, (E) Enhance Public Awareness of and Engagement in Outdoor Recreation, (F) Connect Outdoor Recreation Assets and Communities, and (G) Improve the Effectiveness of Partnerships to Develop and Maintain Outdoor Recreation Facilities; and (9) Incorporate a State Trails Plan, to Include Goals and Strategies for Trails in the State Of Alabama, That Can Be Used to Guide Trail Development. Ii. Milestones and Deliverables The Principal Deliverables Will Be: (1) the Completed Scorp to Include Trails Plan and All Other Supplemental Documents as Required by the Nps; (2) Ten (10) Printed Copies of the Final Scorp Document; (3) One (1) Electronic Copy; and (4) Monthly Status Reports. The Proposed Items in the Implementation Schedule for the Scorp and Opsp May Include, but May Not Be Limited to, the Following: (1) Initial Project Meeting; (2) the Selected Respondent to Initiate/begin Activities; (3) Post-award Meeting for the Selected Respondent to Identify Goals, Strategies, and Activities Planned to Meet the Objectives; and (4) the Selected Respondent Will Provide All Required Reports to Adeca Throughout The Contract Period as Well as by the End of the Contract Period. The Scorp Shall Be Submitted to Adeca on or Before an Agreed-upon Date. The Completed Scorp is to Be Submitted in Both a Paper Format and an Electronic Format. The Electronic Copies of the Scorp Are to Be Submitted as a Microsoft Word Document(or Another Editable Electronic Format) and as a Pdf. Project Schedule The Period of Performance Will Begin in Early 2024, and Will Continue to Early 2026;. Adeca Anticipates That the Selected Respondent Will Submit the Initial Draft of the Scorp to Adeca in or Around August 2025. A Detailed Project Schedule Will Be Developed by the Selected Respondent and Approved by Adeca and May Also Be Approved by the Nps as One of the First Deliverables. The Following Items Are Expected To Be Included in the Detailed Project Schedule, but Dates Are Subject to Change Based on Developments During the Procurement Process: (1) Selected Respondent Completes Survey Administration: September 2024 (2) Selected Respondent Completes Public Engagement Meetings: November 2024 (3) Selected Respondent Completes Analysis and Reporting: July 2025 (4) Selected Respondent Submits Draft Scorp to Adeca: August 2025. Any Modifications to the Project Schedule After Its Approval by Adeca Must Be Approved in Writing by Adeca and May Also Require Approval by the Nps Before Taking Effect.
