Renovation of a water / sewer project in Newburyport, Massachusetts. Conceptual plans call for the renovation of a water / sewer project.
The WPCF has two Secondary (final) Clarifier Tanks in operation, and both of them are necessary for proper treatment at all times. As a result, there is no backup unit available during maintenance or mechanical failure. If one of the clarifiers is down, there is a high likelihood of exceeding the National Pollutant Discharge Elimination System (NPDES) permit, leading to environmental degradation, negative impact on fisheries, and potential regulatory action. • Phase 1 Design is ongoing / design and permitting already funded at $590,000, • Phase 2 Constructing of a third new clarifier at $4,700,000. • Phase 3 Retrofit existing clarifier #1 at $835,000. • Phase 4 Retrofit existing clarifier #2 at $835,000. As of October 9, 2025, this project is included City of Newburyport's Fiscal Year 2026-2030 CIP and funding is allotted for construction in FY 2027, FY 2028, and FY 2029. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
