Special attention will be given to those developers whose proposals accentuate both social and economic goals, such as improved employment, opportunities for residents of the City of Kansas City, Missouri, sound design an arrangement and the prevention of blight deterioration of underdeveloped industrial areas. The Planned Industrial Expansion Act, Section 100.300 RSMo., as amended, provides that the existing merchants residents and present businesses shall have the first option to redevelop the area in accordance with the KCI Intermodal PIEA General Development Plan as approved by the City Council of Kansas City, Platte County, Missouri.
