The City of Morgantown (Sponsor) requests Statements of Qualifications from qualified firms to provide On Call Aviation and Architectural Engineering and Construction Administration Services in accordance with the terms, conditions, and specifications contained in this document. The Sponsor plans to award a five (5) year contract for engineering services for any and all aviation engineering projects subject to Federal assistance from the Federal Aviation Administration as provided under Title 499 USC Section 47104 or other funding sources as applicable in addition to non-federal projects at the Morgantown Municipal Airport. The Sponsor reserves the right to reject any or all submissions, waive technicalities, and make or decline award(s) as deemed to be in the best interest of the City of Morgantown. All parties competing for the work are advised that the work may be accomplished over the course of a single, or multiple, grant projects. All parties are advised that some of the services may not be required and that the City reserves the right to initiate an additional RFQ for any of the services included in this initial RFQ. This project is solicited in accordance with Federal statutes, regulations and policies, including FAA Advisory Circular 150/5100-14E, Architectural, Engineering Consultant Services for Airport Grant Projects and 49 CFR Part 18 All questions regarding this Request for Qualifications must be submitted in writing (e-mail is acceptable) to: Jonathon Vrabel, Airport Director Morgantown Municipal Airport 100 Hart Field Road Morgantown, WV 26505 jvrabel@morgantownwv.gov All questions regarding this Request for Qualifications shall be submitted no later than November 9, 2023 by 4:00 PM Eastern Time. Questions will be answered by 4:00 PM November 16, 2023. The proposed budget for all airport improvements for the Fiscal Year 2024 through Fiscal Year 2029 is estimated at $151 million (planning, design, 7 construction). The project cost for the Runway 18-36 Extension including sub-projects that will result from the extension is estimated at $60 million.
