This project requires 26% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will
be using are scheduled to attend an initial meeting on January 31, 2024, at 10:00 AM at the
Region Five/District Eight Office in Collinsville. Phase III engineering services are required to provide construction inspection, supervision,
material testing, record maintenance, construction layout, and review of construction documents.
This project involves the re-alignment of IL 162 at IL 157 in Glen Carbon, IL. The work is
anticipated to consist of re-alignment of IL 162 and minor re-alignment of IL 157, a new structure
to carry IL 162 over Judy's Branch, a new structure to carry IL 157 over Judy's Branch, a new
structure for a shared use path over Judy's Branch and construction of a new intersection with
traffic signals. The department will provide a Resident Engineer to direct the Contractor and to complete pay
estimates and change orders. The Resident Engineer will direct/coordinate the activities of the
Consultant staff. The Consultant may be required to furnish a Liaison Engineer to work directly
with the departments Resident Engineer and provide a staff to perform the engineering services
required for this project or provide staff to supplement the departments staff. The Consultants
work force shall be adequate to allow completion of this project in a timely manner and in
accordance with the departments Standard Specifications for Road and Bridge Construction.
The Consultant may be required to furnish all the construction supervision, engineering layout,
on-site inspection, maintenance of records and documentation, and perform other duties as
