Reference Number 0000258922 Question Acceptance Deadline 2023/11/14 02:00:00 PM CST [19:28] Venkatesh Sekar 4.0 SCOPE OF WORK The objective of this project is to develop, and coordinate all aspects of a comprehensive recovery plan. The recovery plan will address rebuilding, repairs and mitigation for all housing and infrastructure affected by the 2022 flood on Peguis IB with immediate, medium and long-term solutions. Scope items include but are not limited to: 1. The primary duties will include writing individual, comprehensive recovery and mitigation plans, proposals and reports for approximately 300 housing repairs, approximately 50 to 100 housing rebuilds, the lagoon and waste management systems, water and sewer systems, roads and culverts, and long-term mitigation solutions in accordance with Indigenous Services Canada's terms and conditions, and other potential funders, to support the flow of funds required to meet the project objective. 2. Coordinate the activities of the project leads and develop an accountability framework in collaboration with Peguis First Nation leadership. 3. Provide administrative services to ensure the timely submission of funding requests and tracking of budgets. This will require working closely with Peguis First Nation's Chief Financial Officer and Finance division. 4. Work collaboratively at every stage with Peguis First Nation leadership, project leads and finance department. 5. Develop and implement a communication plan, in collaboration with Peguis First Nation, to keep the members of Peguis First Nation informed of progress. This may include but is not limited to developing content for distribution to community members, radio announcements/interviews, social media sites and community meetings. 6. Provide consultation to Peguis First Nation on project management matters pertaining to the design and implementation of the plan, 7. Develop term of reference and participate, at the request of Peguis First Nation, in the evaluation of bids for contractors to complete specific portions of the work. 8. When requested by Peguis First Nation, provide oversight to consultants and contractors. 9. Long-term mitigation- work collaboratively with the leadership of Peguis IB and surrounding First Nation communities, consulting firms, Indigenous Services Canada and the Province of Manitoba to establish immediate, medium and long-term solutions to flooding in and around Peguis IB. 10. Provide liaison services to the First Nation in ensuring that all necessary steps are taken by the consultant, the contractor and other members of the project team to ensure compliance with all health and safety measures and obligations.
