Amendment #1; This solicitation 447-F023-BK has been combined with previous solicitation Notice ID L01Q-BK. Notice ID L01Q-BK will not be a stand-a-long award and will be cancelled. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR Part 13. The RFQ is being requested for install of a server, video management system (VMS), workstations, replace some existing cameras and install additional cameras on Vance FB, OK. The full description is listed on the attached Statement of Objectives (SOO) and must be reviewed and considered before sending any pricing. Notice to Offerors: This will only be awarded if funding is available. The Government/AFFS reserves the right to cancel this solicitation either before or after the closing date. In the event the Government/AFFS cancels this solicitation, the Government/AFFS has no obligation to reimburse an offeror for any costs. will be held on Monday 20 November 2023 at 10:00 a.m. The is: VAFB or Center, Bldg. 70. This proposed contract action is anticipated to be issued as a firm fixed price contract and quotations will be evaluated using Best Value/ Technically acceptable to the Government. AFFS will be awarding this project on behalf of the Government. Therefore, vendor paperwork will need to be completed in order to get the awardee up in system. Question Deadline 11/27/2023 Question-and-Answer Form is attached and will need to be used and emailed to betty.kliewer.ctr@us.af.mil Objective: The objective of this is to install a fully functioning camera system. Install a server, video management system (VMS), three (3) workstations, replace existing cameras, and install additional cameras at new s, for which they will all be connected to the Air Force Network. Secondly, the contractor will connect all currently installed Honeywell cameras to the newly installed server/VMS to consolidate all ass and meet UFC compliance. Contractor will gain understanding of Vance AFB security and network design to ensure optimized and efficient operation. 2. SCOPE OF WORK 2.1. The work covered under this statement of work will consist of furnishing all labor, tools, and equipment in performing all operations necessary to install and maintain new cameras, servers, associated equipment, patch cables (fiber or copper), and software and associated equipment as directed by the 71st Security Forces Squadron, cleanup of FOD/debris and all tools and excess materials from the work areas. 2.1.1. Contractor will perform a survey, coordinate with all stakeholders, gather data, perform testing of existing equipment, and identify any operational limitations that will affect the recommendations. Contractor will identify any existing data (such as As-Built Drawings) that will be needed. 2.1.1.1. Contractor will conduct a monthly update with 71 SFS and AFFS on project status via telecon/teams etc. 2.1.2. Contractor will coordinate with the Government prior to documenting vulnerabilities in the minutes to ensure no classified data is released in an unclassified format. 2.1.3. Contractor will deliver manufacturers' data for all materials, equipment, and software required to implement the complete system. 2.1.4. Contractor will complete all cybersecurity hardening activities to include system patching, updating, applying STIGs/SRGs, and any other secure configuration requirements using the most current requirements. 2.1.5. Contractor will provide, for approval, the following artifacts documenting completion of these activities prior to installation at the customer's facilities: a) System Descriptions and manufacturers data b) Network Diagrams c) Dataflow Diagrams d) Hardware and Software Lists (IAW the defined eMASS template) e) Ports, Protocols, and Services (PPS) List f) System scan summaries and raw scan results (both ACAS Vulnerability and SCAP/SCC) g) All applicable STIG or SRG Checklists (completed with comments) h) Network device configuration files. i) POA&M or deviations document listing and justifying any unresolved vulnerabilities
