Contractor shall provide all tools, labor and equipment necessary to provide dust control services at Ocotillo Wells State Vehicular Recreation Area (SVRA). The purpose of this project is the annual application of dust suppression products on designated Ocotillo Wells entrance roads in Imperial County to help the park comply with the Dust Control Plan mandated by Rule 800 of the Imperial County State Implementation Plan for PM10 compliance. Designated entrance roads in San Diego County will also receive and annual application to maintain consistency in approach to limit fugitive dust. Roads and trails receiving dust applications in San Diego County: Ranger Station Road, Main Street, Wolf Well Road, Ocotillo Road, and for Imperial County: County Line Road, Cooksy Trail, Cahuilla Trail, Poleline Road, Holly Road, 4x4 Obstacle Road, and Crossover Camp Road. Chemical application will be limited to 1,320 feet of designated park entrance trails, except for Ranger Station Road. Application of product on Ranger Station Road will widen in treatment width to tie in with the pavement apron at the highway end of Ranger Station Road. For all other designated treatment entrance areas, the product will be applied approximately 20' wide, along the centerline of each trail. Portions of designated entrance roads and/or trails that ingress/egress to a wash will not be treated nor will specific areas of avoidance to be identified by the District Archaeologist and/or Environmental Scientist. The District Archaeologist will also identify a 100-foot buffer around all designated cultural sites with the project area. These designated sites will be flagged for avoidance. Along Ranger Station Road, dust suppression application will be limited to outside the driplines of desert ironwood. District Environmental Scientist can flag a corridor for avoidance. At the discretion of the District Archaeologist and/or Environmental Scientist, resource monitors may be required. Services to be provided annually for three (3) years, commencing on October 15, 2023. Contractor to coordinate with District Archaeologist and/or Environmental Scientist to ensure all designated areas have been flagged prior to work commencement. Prevailing Wages: Contractor must comply with Public Works labor code 1720 for prevailing wages and with Department of Industrial Relations (DIR)online The contractor must be registered with DIR and provide all applicable permits and licenses. DPR837 Non-Collusion Affidavit must be completed. The contract shall be signed by the successful bidder and returned within five (5) working days after the bidder receives notice that the contract has been awarded. All bids shall remain valid for 30 calendar days after the bid opening date. The State reserves the right to reject any or all bids.
