*No responses were received.* QUESTIONS should only be submitted to: MSD.PROCUREMENT@cincinnati-oh.gov This is an online bid and is divided into three (3) volumes. Volume One is the Bid information and does not need to be returned. Volume Two is the Forms and questionnaires that MUST be completed. Volume Three is the Excel pricing sheets and MUST be completed in the highlighted areas (yellow) and return as an attachment with the signed forms in Volume Two. In VSS you will only need to enter the Unofficial Total on line one. This bid will not be read publicly. No hard copies of bids will be accepted. Bidders must submit bids electronically through the City's Vendor Self Service website. Bidders must be registered to submit a bid. Bidders must submit pricing on all commodity lines on electronic bid. Blank pricing on commodity lines will be considered a bid of $0.00 Questions or requests for additional information regarding this solicitation shall be directed in writing to the assigned City of Cincinnati Buyer, Kelvin Huseman, via email at Kelvin.huseman@cincinnati-oh.gov Please submit all questions, in writing, via email by November 14, 2023 at 12:00pm ET. Starting on the date a procurement solicitation is issued and expiring on the date the contract is awarded, actual and prospective respondents or bidders (including their representatives or persons acting on their behalf) are prohibited from contacting any City employees other than the assigned Buyer or a representative from the City's Purchasing Division, in any manner regarding this solicitation. Any contact other than with the assigned Buyer or the City's Purchasing Division during the no contact period may be justification for rejection of the violator's bid. BIDDER NOTE: There is a 5% SBE goal assigned to this project. PROJECT SCOPE SUMMARY This project consist of installing a new above ground fuel storage tank according to local laws and codes. A. Work of this project includes the below scopes. The contractor is to furnish all labor, tools, LOTO locks and tags and materials for the work: 1. Fuel tank a. The fuel tank to be installed shall have a minimum capacity of 3,000 gallons b. Supplied 3,000 gal above ground fuel tank shall comply with all local, state and federal. c. Supplied tank shall be horizontal double-wall Flameshield storge tank or equivalent. i. The supplied tank must include the following features: 1. Emergency vent 2. Leak gauge 3. Atmospheric Vent 4. Overflow alarm 2. Tank installation a. Contractor shall install new fuel storage tank according to manufactures specifications b. Contractor shall supply and install new piping needed to connect new fuel storage tank to existing piping into the Little Miami Secondaries building. 3. Demobilization a. Contractor is to remove all material, waste and debris from Little Miami Treatment Plant. All removed items must be disposed of off-site according to local, state, and federal laws. 4. Parts to Supply a. Supply all parts including but not limited to 3,000 gallon Fuel tank, materials to complete the install and connect existing supply lines to the new fuel storage tank. 5. Permits a. Contractor shall supply all permits required to install and commission the supplied tank. i. These permit include but are not limited to 1. Flammable and Combustible Liquid Storage Tank Construction Permit Approval 2. City of Cincinnati 6. Warranty a. The contractor shall supply a 1-year warranty on all installed equipment and materials, 7. Safetya. The contractor must provide a site-specific safety plan (SSSP) to MSDGC for review prior to starting project work. The SSSP must include the below content. i. Lock Out Tag Out procedure and documentation. MSDGC staff will provide an Energy Control Plan (ECP) to assist contractor with what devices need to be isolated. ii. Emergency contact information for the contractor. iii. Hot work and fire prevention/suppression plans as necessary. b. The contractor may use the MSDGC SSSP template for this work scope. See the reference document "MSDGC Site Specific Safety Plan Template". 8. Schedule a. The fuel tank is to be purchased in 2023 and installed in 2024. The schedule for installation shall be coordinated with onsite contractor.
