Winnebago County is seeking bids from qualified contractors to provide all labor, equipment, and materials to renovate the existing shelter care building at 2831 North Harrison St. Oshkosh, WI 54901. A Contractor's Qualification Statement must be completed and submitted to the Winnebago County Purchasing Department, a minimum of 5 days before the bid opening date. Winnebago County reserves the right to reject any bidder who is determined to be unqualified. A blank Contractor's Qualification Statement is attached. Mail or hand-deliver Qualification Statements to: Purchasing Office, Winnebago County Administration Building, 4th floor, 112 Otter Avenue, Oshkosh, WI 54901 or email to: sschry@winnebagocountywi.gov. Questions received less than five (5) days prior to the due date will not be answered. Winnebago County is requesting sealed bids to provide all labor, equipment and materials The Project consists, generally, of removing and replacing the upper and lower roofs on the main building, removing and replacing the upper roof hatch on the main building, adding roof ladder to upper roof on main building, removing and replacing the vinyl siding on the main building, etc. Summary by References: Work of the Contract as is related to asbestos can be summarized by references to the Contract, General Conditions, Supplementary Conditions, Specification Sections, Drawings, addenda, and modifications to the Contract Documents issued subsequent to the initial printing of this project manual and including but not necessarily limited to printed material referenced by any of these. Work of the Contract is also unavoidably affected or influenced by governing regulations, natural phenomenon including weather conditions, and other forces outside the Contract Documents. C. Abbreviated Written Summary: Briefly and without force and effect upon the contract documents, the work of the Contract can be summarized as follows: 1. The work includes the NON-FRIABLE removal of asbestos-containing materials according to but not limited to the requirements of the following specification sections in the sequence indicated. 2. General and Administrative Requirements: are set forth in the following specification sections: a. 01 1013 - Summary of Roofing Removal - Asbestos Abatement b. Definitions and Reference Standards - Asbestos Abatement 1) Abatement Work: requirements are set forth in the following specification sections, listed here according to the sequence of the work: (a) 01 1748 Codes, Regulations, and Standards - Asbestos Abatement: includes governmental regulations and industry standards which are included and incorporated herein by reference and made a part of the specification. This section also sets forth those notices and permits which are known to the Owner and which either must be applied for and received or which must be given to governmental agencies before the start of work. This does not releive the contractor from the responsibility to avail him/herself to all applicable codes and requirements by entities having jurisdiction. (b) 01 1757 Regulated Areas - Asbestos Abatement 2) Asbestos Removal Work Procedures: are described in the following specification sections: (a) 01 1746 Cutting and Patching of Asbestos - Containing Materials (b) 02 4181 Removal of Asbestos-Containing Materials (c) 02 4184 Disposal of Asbestos-Containing Waste Material
