All items shown on the Technical Drawings and/or called for in the Specifications shall be completed in every detail by the Contractor and placed in good operating condition such that the facilities as a whole functions in the manner intended by the design. Materials, equipment, labor and supervision shall be the responsibility of the Contractor as herein specified.
