Lump sum sealed bids shall be received for the Charles W. Woodward High School ReOpening Phase II Project, 11211 Old Georgetown Road, Rockville, Maryland 20852. Approval by Montgomery County Public Schools to bid prior projects does not constitute approval to bid this project. All major prime trade contractors must complete the qualification process for each upcoming project with the designated CM. All major trade contractors must be qualified by the Construction Manager and approved by MCPS prior to entering into a contract on this project. Major trade bidders must submit their completed qualification forms to Hess Construction Company LLC one week prior to bid (not later than November 28, 2023) via email to: woodwardhs@hessconstruction.com. Bids received from companies which have not been qualified will not be considered. Prime Trade Contractors for the school project contemplated by this Notice will only be approved if the Construction Manager and MCPS deem them to be fully qualified and responsible. MCPS considers the ability and reliability to timely complete projects to be a critical aspect of being fully qualified and responsible. The bidder shall carefully review the drawings and specifications before submitting their bid. Should any errors, discrepancies, or omissions be found in these specifications and/or drawings or any discrepancies found between the drawings and the physical conditions at the site, the bidder shall notify the Construction Manager in writing immediately. When the bid has been submitted and received, it shall be understood that the work site has been inspected and that the bidder is aware of the needs and conditions under which the work is to be accomplished including, but not limited to, all work and equipment required to satisfy any and all laws, codes, regulations, etc., that are applicable. Failure to do so will not relieve the successful bidder of the obligation to furnish all materials and labor necessary to fully carry out the provisions of the contract documents. Prevailing Wages apply to this project. The Wage Determination is included in the bid documents. Minority business enterprises are encouraged to respond to this Notice to Contractors. The Contractor or supplier who provides materials, supplies, equipment, and/or services for this construction project shall attempt to achieve the overall MBE goal for public school construction established for this project. All prime trade contractors, including certified MBE firms, when submitting bids or proposals as general or prime trade contractors, are required to attempt to achieve the set goal from certified MBE firms. Specific goals established per package by the Construction Manager are as stated in Section 008010 of the bidding documents. Bidder shall submit the Certified MBE Utilization and Fair Solicitation Affidavit and the MBE Participation Schedule contained in Section 008010, "Minority Business Enterprise Procedures," with the bid, and failure to submit these forms will result in the bid being determined as non-responsive. The apparent low bidder shall be requested to submit other minority business enterprise material and supporting data within ten (10) working days after notification that the firm is the apparent lowbidder. Instructions pertaining to the bid bond, performance, and materials payment bond requirements are set forth in Section 002000, "Instructions to Bidders," and compliance with same shall be the responsibility of the Contractor submitting the bid. The conditions contained in this Notice to Contractors, by their issuance, become a part of the Contract requirements. The Board of Education reserves the right to accept any of the bids for Alternate work submitted, and may accept Alternates in any order or combination, unless specifically provided in the Contract Documents. The Board of Education reserves the right to waive any informalities or immaterial deviations in the bids, or to reject, any or all bids.
